RE: Staffing, Confidential Secretary, Planning Department

RECOMMENDATIONS:
1.
That this report be received for information,
and
2.
That the position of "Confidential Secretary,
Planning
Department" be established as described in the
attached
job description, and
3.
That the attached by-law be now approved to give
effect to recommendation (2) above, and
4.
That the position of Senior -Clerk Stenographer
be
not filled at this time, and
5.
That Mrs. L. Burnett be thanked for her service
to
the Planning and Development Department of the
Town
of Newcastle.
BACKGROUND AND COMMENT:
As some members of Council may be aware, Mrs. L.Burnett
Senior -Clerk Stenographer in the Planning and Development Department
has resigned effective August 28, 1981.
Mrs. Burnett has been employed by the Town since
August of 1978 in the Senior -Clerk Stenographer position and
will be going to a teaching position with the Ontario Business
College in September.
As members of Council are aware, the Corporation
attempted to have two Secretarial positions including the Senior -
Clerk Stenographer position in the Planning Department, re-
classified as non-union jobs during the negotiations for the

current collective agreement (inside employees).
It was the Corporation's position, and remains
staff's feeling that due to the work in the Planning and
Development Department that is of a confidential nature
(Property matters, legal and personnel matters) that the
position should be reclassified to a non-union status of
equal rank with the other non-union departmental secretaries
(salary grade 3 in the Stevenson and Kellogg report). The
Corporation's negotiations to this;effect were not successful.
With Mrs. Burnett's departure, the Corporation has
the opportunity of creating a non-union secretarial position in
the Department. By not filling the Senior -Clerk Stenographer
position at this time money budgeted for that position may be
used to finance the new position. At the present time Mrs.
Burnett's salary is $14,204.00, in the following range: July 1/81;
$14.204.00 - July 1/82 $.15,673.00. If the new position is
established at salary grade (3),($13,000.00 to start) to
($15,000.000 18 months) then the cost to the Town is relatively
small at most. The salary costs for this year are accomodated
within the Planning and Development Departments 1981 Budget.
It is hereby recommended that the position of
"Confidential Secretary" to the Planning and Development Depart-
ment be established at salary grade (3).
