NO.: 6-81 REGARDING THE POSITION OF DEPUTY -DIRECTOR OF PLANNING, DEPARTMENT OF PLANNING AND DEVELOPMENT RECOMMENDATIONS: TELEPHONE 623-3379 1. That this report be received; and 2. That Council approve the establishment of the position of Deputy -Director of Planning "in principle"; and 3. That the Administrator be authorized to bring back a further report in respect of how such a position might be established within the constraints of the 1981 budget. BACKGROUND: As members of Council are aware, the Planning and Development Department, as shown on the attached chart, consists of two Non -Union positions; the Director of Planning and the Chief Building Official, and eight full-time Union positions. The organization of the Department is unique in that it does not follow along the same lines as the other Departments in the Town administration, there being no Deputy -Director's position within the Department. At this time, with the change in personnel between the Department of Planning and Development and the Administrator's office, there is perhaps the opportunity of establishing a Deputy -Director's position, within the constraints of the 1981 budget. Creating the position of "Deputy -Director of Planning" has several advantages: Firstly, by making the organization of the Planning Department consistent with the other Departments in the administration, the overall organizational structure becomes more understandable and efficient as the duties and responsibilities of the Department Heads and Deputy -Directors are further defined. ..2 AUGUST 21 1981 ADMIN. Secondly, the operations of the Planning and Development Department become more efficient in that there is a person responsible for the operation of the Planning and Development Department in the absence of the Director of Planning. The creation of the Deputy position overcomes existing problems of administering the Departmentin those situations where the Director is required to attend to other matters. Thirdly, establishment of the position creates an additional opportunity for existing staff to advance internally, by way of promotion. By having an intermediate non-union position, the Town provides itself with the means whereby existing staff can be encouraged to remain with the Municipality, thereby providing a greater degree of consistency in the administration of the Planning and Development Department. This has been, in the past, a complaint about the Town Planning Department, in that, with the change of staff, there has supposedly been a change in philosophy and in the interpretation of Municipal regulations. It is suggested, therefore, that Council endorse the principle of establishing the position of Deputy -Director of Planning, subject to a further report. There is a particular personnel matter in the Planning and Development Department that the Administrator would like to discuss with Council, at this meeting. Respectfully submitted, X D.
