REPORT TO COUNCIL MEETING OF SEPTEMBER 21st, 1981

RE: Appointment of Confidential Secretary to the
Chief Administrative Officer
RECOMENDATIONS:
It is recommended that:
1. This report be received; and
2. That Mrs. Nancy O'Flaherty be appointed
"Confidential Secretary to the Chief
Administrative Officer"; and
3. That the attached by-law be approved by
Council giving effect to the above.

BACKGROUND AND
COMMENT:
As Members of Council may be aware, the position
of confidential secretary to the Chief Administrative Officer
was advertised internally following the establishment of the
position by Council on August 21st, 1981. Four internal
applications were received and all four applicants were
interviewed by the Chief Administrative Officer.
On the basis of her work in the Clerk's Office,
her knowledge of procedure, Town policy and overall
secretarial skills, it is recommended that Mrs. Nancy
O'Flaherty be appointed as Confidential Secretary to the
Chief Administrative Officer as of October 5th, 1981.
For the information of Council, the October 5th,
1981 date is suggested in order'to allow a replacement for
Mrs. O'Flaherty in the Clerk's Office.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW NO. 81 -
Being a by-law to appoint a Confidential
Secretary to the Chief Administrative
Officer
THE MUNICIPAL COUNCIL OF THE CORPORATION OF THE TOWN OF
NEWCASTLE HEREBY ENACTS AS FOLLOWS:
1. That A. D. O'Flaherty is hereby appointed
Confidential Secretary to the Chief
Administrative Officer of the Town of
Newcastle during the pleasure of Council.
2. That A. D. O'Flaherty shall be paid
for her services such sum annually, in
accordance with the terms and conditions
as set out in Schedule "A" attached hereto.
BY-LAW READ a first time this 21st day of September, 1981.
BY-LAW READ a second time this 21st day of September, 1981.
BY-LAW READ a third time and FINALLY PASSED this 21st day
of September, 1981.

SCHEDULE "A"
TERMS AND CONDITIONS OF A1'FOiN'TMENT
OF A. D. O'FLAHERTY
The following shall be the terms and conditions
of the employment of Mrs. A. D. O'Flaherty as "Confidential
Secretary to the Chief Administrative Officer" of the
Town of Newcastle, namely:
1. Effective October 5th, 1981, Mrs. A. D.
O'Flaherty shall commence her duties
with the Town of Newcastle as "Confidential
Secretary to the Chief Administrative
Officer of the Town of Newcastle".
2. The duties and responsibilities of the
secretary to the Chief Administrative
Officer are those established by
By -Law No. 81- , as may be amended
from time to time.
3. Mrs. A. D. O'Flaherty shall be remunerated
in accordance with the Town's policy in
respect of the compensation for non-
affiliated staff and more specifically,
shall be paid a Salary Grade (5), job
rate.
4. Mrs. A. D. O'Flaherty shall be entitled
to all other employee benefits enjoyed
by all other non-affiliated staff as may
be determined from time to time.
