RE: Appointment of Municipal Representative to
"Co-ordinate" Daily Operations of the
Handi-Transit Service on Behalf of the Town

RECOMMENDATIONS:
It is respectfully recommended that:
1. This report be received; and
r'2:' That Handi-Transit Inc. be advised that
pursuant to Clause 3 (d) of the agreement
between Handi-Transit Inc. and the Town of
Newcastle, that the Town hereby appoints the
Treasurer, K. A. Campbell, as the
"Co -Ordinator", who will be the
municipality's representative in the
normal daily operations of the service.
BACKGROUND:
As Council is aware, the Town has agreed to enter
into an agreement with Handi-Transit Inc. for the provision
of transportation services for physically disabled persons.
Pursuant to Section 3(d) of the agreement, the Town must
appoint a "Co -Ordinator" as the Town's representative in the
normal daily operation of the service and to keep the
records for the service on behalf of the municipality.
From discussions with Handi-Transit Inc. staff,
it would be appropriate to designate a member of staff as
co-ordinator, in order to maintain effective budget records
and daily liaison with the operator. It is recommended

therefore, that the Treasurer be appointed as the
"Co-ordinator" and Handi-Transit Incorporated, be so
advised,

(c) Be responsible for monitoring the transportation service
and analyzing the data supplied by the Operator or obtained
through surveys.
(Li) Appoint on or before the implementation date of the system
a Co-ordinator who will be the Municipality's representative
in the normal daily operation of the service and be
responsible for maintaining records kept by the Municipality.
(e) The Municipality may have an authorized repres..ntat Ive inspect
the dispatch facilities, vehicles, the operation of the same,
the maintenance facilities and the maintenance procedures as
it may require from time -to -time.
4. Since service to the physically disabled is of paramount
importance to both the Municipality and the Operator, the
parties agree that:
(a) They shall use their best endeavours to provide a good
efficient service for the eligihle users within the Municipality
(b) The Municipality has the right, notwithstanding the termination
date of this contract, after the first year of this contract,
to cancel this agreement for any reason by giving the
Operator six (G) months notice of its intention to cancel.
The Municipality shall not be liable for costs or damages of
any kind caused to the Operator by such cancellation.
(c) The Operator shall notify the Municipality promptly of
extraordinary delays caused by any abnormal or emergency
factor.
(d) The Operator agrees that the same vehicle operators will be
regularly assigned to the System to ensure familiarity,
system continuity and allow passenger recognition. Should
