REPORT TO COUNCIL MEETING OF SEPTEMBER 21st, 1981

RE: Meeting with Clarke Museum Board in respect
of Objection to Heritage Designation By -Law
RECOMMENDATIONS:
It is respectfully recommended that:
1. This report be received; and
2. That Council request the Ministry of Transportation
and Communications to consider the matters
raised in the attached letter; and
3. That Council forward the above request to Mr.
C. Lumley, Senior Project Engineer, for discussion
with the Chief Administrative Officer.
BACKGROUND:
At the Council meeting of September 8th, 1981, the
attached letter from the Clarke Museum Board was received and
the minutes of the Clarke Museum Board Meeting of July 28th,
1981 were discussed. The following resolutions were passed:
#C-977-81 "That the correspondence .......................
and that the Administrator arrange a meeting of
the Clarke Museum Board, the Mayor, and Ward 3
Councillors immediately to address the concerns K
of the Clarke Museum Board."
#C-978-81 "That the report of the meeting be brought back
to the next meeting of Council."
COMMENT:
In accordance with the above, the Chief
Administrative Officer arranged a meeting with the Clarke
Museum Board for September 15th, 1981. The meeting, attended
by Mayor Rickard, Councillors Woodyard and Hamre and the
members of the Board, resulted in the adoption of two
resolutions by the Board. The first resolution endorsed the
submission of the attached letter, withdrawing the objection
to the Heritage Designation By -Law, and requesting certain iT�

other matters as set out in the letter. The second resolution
thanked Council for the meeting and their consideration of the
Board's concerns.
Staff made a brief presentation of the proposed
land exchange in Kirby with the M.T.C. and the proposed
commercial re -zoning south of the Kirby School site
property. A general discussion of the proposals followed.

Dear Sirs, re: the changed designation at the Kirby Schoolhouse
Property.
We, the members of the Clarke Museum Board, hereby withdraw our
objection to the proposed change to the Heritage Designation on the
Kirby Schoolhouse Property, filed on September 1, 1981.
In consideration of the above, we hereby request Town Council
and the Ministry of Transportation and Communications to:
1. suitably regrade and landscape the lands north of the
Schoolhouse to allow for possible future additions to the
Clarke Museum; and
2. consider the placement of road signs on Highway 35/115
directing persons to the Schoolhouse; and
3. consider rezoning Part 2 on Plan 1OR - 1289 to recognize
the Museum and protect its continued use in the future.
