Kluem, seconded by L. Creamer THAT the minutes of the meeting held on November 21, 2013 be approved. CARRIED 2. BUSINESS ARISING FROM PREVIOUS MEETING (a) Community Survey and Community Presentations Update The three community presentations were held, as scheduled. Approximately 30 to 40 people were in attendance at the Newcastle facility and surveys were distributed. In Bowmanville, people were advised of the Committee, who we are and what we do and a number of individuals signed up to receive Committee updates. The presentation in Courtice was used as an opportunity to brainstorm ideas. Residents are beginning to learn that we are here and our message is getting out. The Mayor's Levee was also a valuable venue to distribute the community survey and to bring awareness of the Committee. (b) Marketing (ie, Materials) The Safe Communities Logo will be reviewed to ensure it uses the same font and colours as the Municipality of Clarington logo. Jen Cooke, Manager, Communications and Tourism, will be approached about starting a Committee Facebook page and Twitter account. Discussion ensued as to what information is to be included on these social media accounts, ie, pictures of the graffiti clean- up which was undertaken in the spring and information about the Committee's mandate. The possibility of purchasing promotional aids was discussed. Clarington Safe - 2 - January 23, 2014 Communities Committee Moved by J. Knox, seconded by R. Kluem THAT the Safe Communities Committee request funding through the Mayor's office for an A -frame sign or similar marketing tool. CARRIED Ideas of participating in Maplefest and Earth Day events as well as partnering with the Board of Education for an education piece to be distributed were discussed. (c) Membership An invitation has been extended to Rev. John Wildeboer, Rehoboth Christian Reformed Church, Bowmanville, to join the Committee. He has advised that he has many volunteers who are willing to assist with the Committee's activities. 3. NEW BUSINESS (a) Next Event The Committee was advised that Valleys 2000, together with the Bowmanville Creek Anglers Association, will be doing a presentation at the Bowmanville Creek during the first day of the fishing season (April 26). It was discussed that this might be a good opportunity for the Committee to host a barbeque and distribute flyers addressing cleaning up the area, together with garbage bags. Detailed discussion with respect to participating in Maplefest the first weekend in May, perhaps on the Town Square. Further ideas were discussed, as follows: • Youth coalition (DRPS did a study earlier, Inspector Kluem will determine where it is at) • Targeting specific areas strategically • Using graffiti subtly on our marketing materials • Mayor inviting Veridian to a meeting to discuss the cleanup of graffiti on their hardware • Engage "eyes on the street", ie, residents of the various areas; champions of neighbourhood Street Watch (based on the Neighbourhood Watch program) The development of a strategy for graffiti cleanup will be discussed at the next meeting. Through Mayor Foster, Veridian will be invited to attend, as well as the Director of Operations. Clarington Safe 3 - January 23, 2014 Communities Committee (b) Durham Regional Police Trending Reports Inspector Kluem advised of the following: • During the Christmas Ride Program, 107 arrests were made • School zone enforcement was recommenced once students were back in school in January • January has been a quiet month in the Police Department • More officers have been on foot patrol in the downtown areas and around the local schools • The Regional traffic unit is involved with the local office in an initiative to address speeding and aggressive/distracted driving • Clarington is the safest community within Durham Region to drive in Councillor Hooper thanked Inspector Kluem, on behalf of the Clarington Older Adults' Association, for the increased presence in the northeast area of Bowmanville. 4. OTHER BUSINESS (a) Councillor Hooper advised that the website www.Bowmanville.com is very busy and indicated that the Committee is welcome to place information on it. (b) Jenny Knox indicated that Ontario Power Generation will be able to assist with branding on various marketing items. 5. DATE OF NEXT MEETING The next meeting is scheduled to be held on February 20, 2014, in Meeting Room 1A at 3:00 P.M. 6. ADJOURNMENT Moved by Councillor Hooper, seconded by Mayor Foster THAT the meeting adjourn. MEETING ROOM 1A Present: Rolf Kluem, Durham Regional Police Services, Vice -Chair Lisa Dafos, Ontario Power Generation Gord Weir, Director of Emergency Services, Vice -Chair Also Present: Fred Horvath, Director of Operations Patti Barrie, Municipal Clerk As there was no quorum present, business matters were unable to be addressed. 2. BUSINESS ARISING FROM PREVIOUS MEETING (a) Graffiti Strategic Planning Terry Britton, Manager, Distribution Services, Veridian Connections, was present to advise the Committee on actions taken by Veridian when reports of graffiti on Veridian equipment are received. He advised that they have a contractor on standby who responds to the calls and removes the graffiti by using sand or coconut shells in a blaster. Mr. Britton requested that all concerns be forwarded to him at tbritton aRveridian.on.ca. He advised that Veridian takes before and after photos and that he is willing to share these photos with us for Durham Regional Police Services to determine any criminal activity. Fred Horvath, Director of Operations advised that the Municipality also uses the assistance of a contractor to remove graffiti on municipal property. An education piece will be prepared to be published on the municipality's website, in the local newspapers and, if possible, on a tax insert. 3. NEW BUSINESS (a) Durham Regional Police Trending Reports Inspector Kluem advised that property crime and mischief are trending downwardI traffic accidents have increased due to the weather and the violent crime rate has dropped dramatically. 4. OTHER BUSINESS (a) Fred Horvath advised that the Operations Department is working on the implementation of an "Adopt -A -Park" program. Inspector Kluem indicated that the City of Oshawa had great success with a similar program. Clarington Safe - 2 - February 20, 2014 Communities Committee 5.
