NO. 29-81 Subject: Delegation to Council in respect of the Darlington Sports Centre Soccer Pitch Recommendations: It is respectfully recommended that: 1. This report be received for information. Background: At the Council meeting of October 5th 1981, residents from McCallum Street in Hampton appeared as a delegation to Council to express their concerns about the construction of the Darlington Soccer Field. Council directed Staff to liaise with the residents concerned and to forward a report with a grading and drainage plan to the General Purpose and Administration Committee of October 13 1981. Staff reported verbally to the General Purpose and Administration Committee on the 13th to the effect that there was to be a meeting on Thursday, October 15th 1981 in Hampton with the residents, and that following that meeting a report would be submitted to the General Purpose and Administration Committee. At the Council meeting of October 19th 1981, residents from McCallum Street again appeared as a delegation to Council and reiterated their concerns in respect of the soccer pitch. IV J -2- ADMIN. NO. 29-81 Comments: On the basis of the discussion held on October 15th 1981, Staff feel that there are two major concerns of the residents. One, being the drainage of the soccer pitch and the impact that it may have on existing drainage problems; and two, the impact the soccer pitch may have on the privacy of those residential properties fronting on McCallum Street. It was indicated by Staff that it would be prepared to proceed with the completion of the project in order to rectify existing drainage problems as quickly as possible. The Administrator has requested the Director of Public Works to complete the placement of fill and topsoil and to complete ditching work as soon as possible. The problems associated with existing drainage on McCallum Street have been drawn to the attention of the Works Department. In respect to the questions of privacy, Staff have indicated to the residents that they would be prepared to recommend to Council the preparation of a landscaping plan for the soccer '.field area and to request that appropriate funds be allocated for such purposes in the 1981-82 budgets. At this time, work is proceeding in respect to the preparation of the landscaping plan. It would be Staff's intention to convene a meeting with McCallum Street residents to discuss the landscaping plan prior to submission to Council. iCJ�z. u �N` The Administrator has requested Mr. T.
