MEETING OF NOVEMBER 9 1981

SUBJECT: SALE OF MUNICIPAL PROPERTY,
PART OF LOTS 11, 12, BLOCK 5,
HANNING'S PLAN, TOWN OF NEWCASTLE
(FORMER VILLAGE OF NEWCASTLE)
CAROLINE STREET
RECOMMENDATION:
1. That this report be received; and
2. That the above -noted lot be considered as
surplus to requirements of the Town of
Newcastle, and be now offered for sale; and
3. Further,Council hereby authorizes the Chief
Administrative Officer to advise local public
agencies that the property is considered
"surplus" and to advertise the parcel as being
"for sale".
BACKGROUND:
In May of 1980, Council adopted the following recommendation of
the Finance and Administration Committee in respect of a lot on
the north side of Caroline Street in the Village of Newcastle:
"It was recommended to Council that the Town
property on the north side of Caroline Street,
opposite the arena, in the Village of Newcastle
be appraised, and the Town Manager be authorized
to organize the appraisal."
In accordance with the resolution, a property appraisal was
completed, at the then Town Manager's request, by the Durham
Regional Works property appraisal section.

In April of 1981, the following resolution was adopted by
Council in respect of the lot:
Resolution #C-524-81
"That the Town Clerk take the necessary steps
to reactivate decisions made by the previous
Council to sell the following Town owned
properties:
1. Former Dump Site in former Clarke Township.
2. Vacant lot in former Village of Newcastle."
COMMENT:
In accordance with Resolution #C-524-81, Staff have reviewed
Council's previous actions and feel that it would be appropriate
to proceed with the sale of the Caroline Street lot, by advising
local agencies that the lot is surplus and by proceeding to
advertise the land as being for sale.
The procedure is suggested as a matter of courtesy to local
bodies that might have an interest in the land. Also, it will
require any future offers to be accepted by Council. It is also
felt that as the property appraisal is now over a year old
that no asking price should be listed, but rather the land
should be sold on the basis of the "best offer".
