REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION
COMMITTEE MEETING OF NOVEMBER 23 1981

SUBJECT: Proposal Call - Reconstruction and
Repair of Porch, Bowmanville Museum

RECOMMENDATION:
1. That this report be received; and
2. That Council authorize the Chief Administrative
Officer to undertake a proposal call from selected
contractors for the reconstruction and repair of
the porch on the Bowmanville Museum property; and
3. That the proposal be called on the basis of the
specifications prepared by D. A. G. Mills, Architect,
for the Bowmanville Museum Board; and
4. That Council authorize the Chief Administrative Officer
to obtain, if necessary, an insurance policy on the
building and new structure during the course of
construction (the costs of same to be borne by
the Museum Board); and
5. That all expenses for this undertaking be drawn from
the Capital Grant to the Museum Board in 1981,
Account No. 7626-804-000.
BACKGROUND AND COMMENT:
As members of Council are aware, Bowmanville Museum Board
wishes to proceed with the reconstruction and repair of the
porch at the Bowmanville Museum as part of the Museum's
overall renovation project in 1981. Mr. David Mills, Architect,
has prepared the necessary contract documents for the work- i
wltdh would now appropriately be awarded by the Town.

As the work is highly specialized, requiring special
carpentery skills, Mr. Mills feels that it would be appropriate
for the Town to invite a number of selected contractors to submit
bids on the work. As some of the potential contractors may
be smaller companies that might not carry large insurance policies
on their work, it may be necessary for the Town to obtain
supplementary insurance coverage on the Museum building during
the construction period.
At the time of writing this report a list of contractors
had not been prepared. Selected contractors will be submitted
by Mr. Mills.

Further to our recent telephone conversation regarding the
Bowmanville Museum, we would like to make some recommendations
regarding the contract documents for the reconstruction and,
repair of the existing porch.
As you know, the existing porch is in a state of decay, and a
report from Dr. John Dawson, Conservation Scientist of National
Museums of Canada, indicated that the entire porch structure
should be replaced.
At the request of the Bowmanville Museum, we have prepared con-
tract documents for tender. However, it is my understanding
that the Town of Newcastle will be involved in the approval,
of any contract, as this building is a public building.
Therefore, it is important that an explanation of the deter-
mining factors for the contract be explained at this time.
The following is a list of architectural concerns for this
contract:
a) The construction budget will be in the order of between
$12,000.00 and $18,000.00
b) Only two primary trades will be involved, namely, carpentry
and painting.
c) Due to the nature of the construction, only skilled Crafts-
men,experienced in historical restoration, should be considered
for this job. As there are a limited number of Contractors
capable of doing this kind of work, it is recommended that
invited tender to a minimum of 3 contractors is proposed.
d) Since the type of Contractor that we would like to use on
this job may not be able to obtain a Performance Bond or
carry large insurance policies, we recommend that the Town

consider carrying an insurance policy for the duration of the
construction schedule, and in lieu of a Performance Bond, that
a one-year written warranty be requested from the Contractor.
e) Normal Mechanics Lien holdback procedures will be exercised
on this project.
f) Contractor will be required to provide written proof of
its standing with the Workmen's Compensation Board.
We would appreciate the Town of Newcastle advising this office
as soon as possible if this method of tendering is acceptable,
so that Contractors can provide formal bids.
