SUBJECT: Orono Creek Valley Clean -Up Proposal
RECOMMENDATIONS:
1. That this report be received for information.

BACKGROUND:
At the November 23rd 1981 meeting of the General Purpose and
Administration Committee, members of Council heard from Mr. Frank
Groff in respect of a proposed clean-up of the Orono Creek Valley.
Subsequent to Mr. Groff's presentation, the Administrator met
with him to discuss the proposal.
It was indicated to Mr. Groff that there are a number of concerns that
Staff feel should be addressed by him prior to any approval by the
Town for the cutting of trees on municipal property.
It was also indicated to him that Staff are concerned that this action
might be interpreted as a precedent for this kind of activity on
municipal lands and that in the long term, Mr. Groff's proposal would
result in additional maintenance costs to the Town for park purposes.
Mr. Groff was to consider the items outlined in the attached letter
and was to reply to the Administrator as to whether he wished to proceed
any further with the proposed clean-up.

The agreement should specifically indicate the times
at which trees would be removed, would require him to
obtain formally letters of consent from all abutting private
property
owners indicating their willingness to have this
work
performed on their property. The agreement should
also specify that he would undertake to`reimbutse the Town-
for any supervision required.
Since my conversation with Mr. Groff, I have had the oppartun:ity '.
of
discussing this proposal with the Director of Community
Services,
who shares my concerns that with the development
of
these lands for passive park purposes, that the Town will
