RECOt~NiENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. 1~HAT Report PD-154-87 be received; and
2. THAT Official Plan Amendment Application 87-12/D/N submitted by Gatehouse Holdings
Limited be referred back to Staff for further processing and preparation of a
subsequent report; and
THAT a copy of Staff Report PD-154-87 and Council's decision be forwarded to the

BACKGROUND:
On March 20, 1987, the Region of Durham advised the Town of an Official Plan Amendment
application submitted by Gatehouse Holdings Limited to expand the boundaries of the
Courtice Urban Area to permit the development of a residential subdivision on an 8.26
hectare parcel of land in Part Lot 35, Concession 1, former Township of Darlington (see
Key Map). The application as submitted proposes the creation of 106 single family lots

and 54 multiple family units on a 1.5 hectare block. The subject lands are
currently designated "General Agricultural" by the Durham Regional Official
Plan and zoned "Agricultural (A)" by By-law 84-63. The applicant also owns
a 21.58 hectare parcel directly to the south of the subject lands which are
not included as part of the Official Plan Amendment application.
The subject application was circulated by both the Region and the Town to
various agencies for comment. The following is a summary of the comments
received to date:
Town of Newcastle Fire Department
"This Department has no objection to the above-headed application, but would
note a concern with how this part-time Fire Department is to maintain the
existing level of service considering all of the major development that is
occurring.
Emergency fire response is from Station #4, which is within the recognized
five mile limit from a fire station and water supply for firefighting is
through the Regional water hydrant system."
The following agencies indicated no objection to the subject application:
- Town of Newcastle Building Department
- Northumberland & Newcastle Board of Education
- Ministry of the Environment
Comments from the following agencies have yet to be received:
- Town of Newcastle Public Works Department
- Town of Newcastle Community Services Dept.
- Region of Durham Works Department
- Central Lake Ontario Conservation Authori ty
- Nlinistry of Agriculture and Food
- Ministry of Natural Resources
- Peterborough-Victoria-Northumberland and

Page 3
Staff note that a number of circulation comments remain outstanding with
respect to the proposed Official Plan Amendment. Staff do however draw
Committee's attention to the comments from the Fire Department. It is
recommended that the subject application be referred back to Staff for
further processing and preparation of a subsequent report.
