RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-42-87 be received; and
2. THAT the application submitted by Southland Canada (7-Eleven) on behalf of Shell
Canada Products Limited, to rezone a 0.186 hectare parcel of land to permit a
convenience store as an additional use be referred back to Staff to await the
completion of the Market Impact Study prior to presenting a recommendation.
BACKGROUND AND C0NIMENT:
On December 5, 1986 the Planning Department received an application to rezone the subject
lands to permit the continuance of the Motor Vehicle Gas Bar and to permit the development
of a convenience store.
At the Council Meeting of January 12, 1987, there was a resolution passed which dealt with
the need for Market Impact Studies where there is a concern. Considering the type of
development and the number of stores of this type which are present, there is a concern
over the need for more development.

Prior to the passing of an implementing restricted area (zoning) by-law, the
Council may require that a Market Analysis be carried out, at the expense of
the applicant, to justify a proposed commercial development and to evaluate
the potential impact upon existing and future development.
Staff has requested that the applicant complete this study and as of the
writing of this Report the results have rnot been provided.
At this time there have been no objections in principle from any of the
departments or agencies which were circulated. Two letters of objection
have been received; one from an operator of a convenience store and one from
a neighbour. Each of these shall be discussed in the report which will
contain the recommendations.
Staff therefore, recommend that this report be received for information and
shall bring forth a recommendation on the application at a later date.
