REPORT WITH RESPECT TO THE APPOINTMENT OF AN ACTING MAYOR
AND TO ESTABLISH MEMBERS OF COUNCIL AS CHAIRMEN OF
DEPARTMENTS
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. That Clerk's Report CD-72 87 be received; and
2. That the General Purpose and Administration Committee determine who will be the
Acting Mayor for the year commencing December 1st 1987, and ending November
30th 1988; and authorize the preparation of a by-law giving effect to the
.decision for passage by Council;
3. That the General Purpose and Administration Committee establish the Chairmanship
of all Municipal Departments for the year commencing December 1st 1987, and ending
November 30th 1988, and authorize the preparation of a by-law giving effect to
the decision for passage by Council.

BACKGROUND AND COMMENT:
RECOMMENDATIONS:
By-laws are enacted appointing a Member of Council as Acting Mayor, and establishing
the Chairmen of the various Municipal Departments. The General Purpose and
Administration Committee at its meeting of November 3rd 1986, passed resolutions
directing that the status quo remain for the year 1987. The motions passed were
subsequently approved by Council and Councillor Ann Cowman continued as Acting
Mayor for the year ending November 30th 1987. The Chairmen of Departments also
remained unchanged and the Councillors continued as Chairmen of Departments as follows:

The appointments remain in force until November 30th 1987.
It would be appropriate for the members of the General Purpose and Administration
Committee to establish who will be the Acting Mayor for the year ending November
30th 1988, and direct the preparation of the appropriate by-law for consideration
and passage by Council. As well, the members of the General Purpose and
Administration Committee should also establish the Chairmanship of Departments for
the year ending November 30th 1988' and direct the preparation of the appropriate
by-law for consideration and passage by Council.
Drafts of appropriately worded by-laws for each position (Acting Mayor and Chairman
of Departments) are attached for your information.
