(1) That this report be received; and, (2) That an adult Crossing Guard be hired for the intersection of Robert Street and Pill Street FORTHWITH; and, (3) That Mrs. Jeannine Winter be advised accordingly. At a regular meeting of Council held on Monday, November 23, 1987, a petition was received requesting the placement of an adult Crossing Guard at the intersection of Robert Street and Mill Street, Newcastle Village. BACKGROUND AND COMMENT: The petition was signed by a number of parents of children attending Newcastle Public School and presented by Pers. Jeannine Winter, Chairperson, Parent Liason Committee, Newcastle Public School. Pursuant to Council Resolution #C-928-87 that the matter be referred 'to Clerk's Department staff for investigation and subsequent report, a traffic count was undertaken on Monday, November 30, 1987 and Tuesday, December 1, 1987; the following observations were made at that time. The author of this report was struck by the inordinately high number of children proceeding to and from Newcastle Public School via the Robert Street route. The majority of these children are of tender years and cross in large numbers, paying little attention to the patrollers or traffic conditions. I feel this is due in large part to the false sense of security that children seem to draw from pedestrian crossovers. . 2/ i 1.C~ G.P.A. Report #CD-78-87 (cont'd).. - 2 - December 7, 1987. Mill Street traffic was found to be very high in volume and many heavy trucks were observed. Some of these vehicles, enroute to the 401, appeared to be travelling in excess of the posted speed limit. CONCLUSION: Based on the foregoing, it is recommended that an adult Crossing Guard be hired immediately for the intersection of Robert Street and Pill Street and that Mrs. Jeannine Winter be advised accordingly.
