SUBJECT: Request for Crossing Guard - Penfound Drive and
Martin Road, Bowmanville
RECOMWiENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following.
1) THAT this report be received; and,
2) THAT the placement of a Crossing Guard is not warranted at the location in
question; and,
3) THAT Mrs. Ona Worth, 79 Penfound Drive, be advised accordingly.
BACKGROUND AND COMMENT:
On September 28, 1987, Council received a petition from Mrs. Ona Worth, 79 Penfound Drive,
Bowmanville, requesting the placement of a Crossing Guard at Martin Road and the inter-
secting roadway serving the Darlington Mills subdivision, namely, Penfound Drive. The
subject correspondence was referred to the Clerk's Department for review and a report to the
General Purpose and Administration Committee.
Pursuant to the above, a traffic count was undertaken on Tuesday, September 6, 1987, and
the following observations made.
8:15 a.m. - 9:00 a.m.
18 children were observed to cross Martin Road from west to east in the vicinity of
Penfound Drive. Of this number, 10 were observed to board a school bus at the corner of
Alonna Street; the remaining 8 children proceeded down Alonna Street, presumably to attend
Waverly Road School. During this period, 5 vehicles were observed on this portion of
Martin Road.

9 children were observed to cross Martin Road from the area of Alonna Street; the same
number of children were observed to re-cross from west to east. During this period, 11
vehicles were observed using this portion of Martin Road.
3:30 p.m. - 4:00 p.m.
12 children were observed to cross Martin Road from the vicinity of Alonna Street.
10 vehicles were observed to use Martin Road during this period.
CONCLUSION:
During the entire 2 hour and 45 minute observation period, a total of 26 vehicles were
observed to use Martin Road. This equates to roughly one vehicle passing the area every
6 minutes. The traffic observed appeared to be travelling well Within the speed limit
and, given the enormous gaps between vehicles, presented no hazard to children crossing
Martin Road. Based upon the investigation carried out and the fact that parking is
prohibited on the west side of Martin Road from Baseline Road to Alonna Street, and
on both sides of Alonna Street, north to Regional Road 57, it would appear that a
guard is not warranted. Accordingly, it is recommended that the request for the
placement of a school crossing guard at Martin Road and Penfound Drive be denied,
and the petitioners c/o Mrs.,Ona Worth, 79 Penfound Drive, Bowmanville, be advised.

After having thoroughly examined the above-mentioned location, it is the shared
opinion of this writer and the Community Services Department, Durham Regional
Police, that the services of an adult Crossing Guard are not at this time warranted.
