SUB.~CT:
REQUEST FOR CROSSING GUARD - PENFOUND DRIVE
AND MARTIN ROAD, BOWMANVILLE.
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. That Clerk's Report CD-79-87 be received; and
2. That the recommendations in Clerk's Report CD-66-87 respecting the need for a
crossing guard at Penfound Drive and Martin Road, Bowmanville, be approved.
BACKGROUND AND COMMENT:
Clerk's Report CD-66-87 was received by the General Purpose and Administration Committee
at the meeting of Monday, October 19th 1987. By Resolution #GPA-825-87, Report CD-66-87
was "referred back to the Clerk for review of the total area."
As a result of the resolution, staff undertook the following:
(a) a further review of the pedestrian traffic;
(b) preparation of a plan showing walking patterns, crossing guard
placements, school bus loading zones;
(c)~ a review by a member of the Durham Regional Police Force of the
pedestrian traffic;
(d) communication with the principal of the school.

The traffic counts and vehicular activity were re-checked and the earlier numbers
reconfirmed. A plan showing the routes travelled, the location of other guard locations,
bus loading and discharge areas was prepared. A member of the Durham Regional Police
also attended at the subject location, and at the conclusion of his investigation
advised verbally that a guard was not warranted. All of this information was reviewed
with the school principal who agreed with the findings and the conclusion arrived at,
that a guard was not warranted at Penfound Drive and Martin Road.
As a result of the conclusions arrived at through this exercise, it is staff's
recommendation that the Committee approve the recommendations detailed in Clerk's
Report CD-66-87.
