CONSIDERATION OF A REPORT WITH RESPECT TO COST-SHARING WITH THE CENTRAL LAKE ONTARIO CONSERVATION AUTHORITY FOR THE DEMOLITION OF THE HAMPTON MILL STRUCTURE RECOMMENDATIONS: It is respectfully recommended that Council approve the following: 1. That Clerk's Report CD-63-87 be received; and 2. That the Town of Newcastle share in the cost of the demolition of the Hampton Mill Structure with the Central Lake Ontario Conservation Authority, in the amount of $9,800.00, that being 50% of the lowest tender received; and 3. That the Town's share in the amount of $9,800.00 be drawn from "Contingency Account 7007-298"; and 4. That the Central Lake Ontario Conservation Authority be advised of Council's decision. BACKGROUND AND COMMENT: Council at the meeting of Monday, July 26, 1987, passed the following resolution: ~~THAT the communication dated July 8, 1987 from W. M. Campbell, Chief Administrative Officer, Central Lake Ontario Conservation Authority, 100 Whiting Avenue, Oshawa, L1H 3T3, requesting the Town to equally share in the cost to remove the Hampton Mill and level the site be received; Continued ...../2 Report CD-63-87 - 2 - September 28, 1987 AND THAT the Town agree in principle to share in the cost of the project conditional upon the final bid price being submitted to the Town for approval prior to the demolition of the Mill." By letter dated September 16, 1987, Mr. W. M. Campbell, Chief Administrative Officer, Central Lake Ontario Conservation Authority, 100 Whiting Avenue, Oshawa, Ontario, L1H 3T3, advised that the tendering for the demolition of the Hampton Mill structure..,.. had been concluded and it was their intention to award the tender subject to the Town of Newcastle sharing equally in the costs. Mr. Campbell advised that Greenspoon Brothers of Toronto, was the lowest bidder.::.:::.,.. with a total price of $19,600.00. He is now requesting that the municipality share the cost of the demolition equally with C.L.O.C.A. and agree to pay 50% of the costs; that being $9,800.00. Finally, Mr. Campbell indicates that time is of the essence, since the tender must be awarded by September 30th 1987. Staff have reviewed the material submitted and, on the basis of Council's earlier resolution, would recommend participation in the costs associated with the demoliti,on~~bf the Hampton Mill structure. Such costs could be charged to Contingency Account 7007-298. Copies of Mr. Campbell's correspondence is attached for your information. Oakes, ~ Clerk, j Corp. of the Town of Newcastle, 40 Temperance Street, Bowmanville, Ontario L1C 3A6 Dear Sir: September 16, 1987. l:~tLL ~'`'``~~ The Authority had invited quotations for the removal of the Hampton mill structure, and in considering the contractors' submissions for this work at its regular meeting on September 15, 1987, awarded the contract, subject to the concurrence of the Town of Newcastle, to the lowest bidder, Greenspoon Bros. Ltd. of Toronto, at a total price of $19,600. The contract calls for the removal of all surface evidence of -the building, plugging the penstock under Mill Street, and rehabilitating the site, all of which is to be completed not later than October 31, 1987. I have included a copy of the staff report and the contract document for your information. The Town's letter of August 4, 1987 indicates agreement in principle with the project and the equal sharing of costs, now established at $9,800. Submissions are as follows: Greenspoon Bros. Ltd., Toronto $19,600.00 Courtice Auto Wreckers Ltd., Oshawa $27,500.00 R. Lumley Demolition Inc., Sarnia $29,800.00 • TNA Excavating, Bowmanville $79,500.00 invalid The estimated cost of this project was $15,000., however the additional monies can be accommodated, without exceeding the Authority's total budget. Additionally, this project was proposed as a joint undertaking with the Town of Newcastle, and hence the Town's ratification is also required prior to final contract approval. RECOMMENDATION THAT, subject to the acceptance by the Town of Newcastle, the Authority award a contract to the firm of Greenspoon Bros.
