SUBJECT: REQUEST FOR CROSSING GUARD - LORD ELGIN PUBLIC SCHOOL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
(1) That this report be received; and,
(2) That the placement of a crossing guard is not warranted at the location in
question; and,
(3) That Mrs. Sheryl Greenham, 2 Vanstone Court, be advised accordingly.
BACKGROUND AND COP1MENT:
At the General Purpose and Administration Committee meeting held on October 5, 1987,
°~rs. Greenham appeared as a delegation requesting the implementation of various safety
measures in the area of Lord Elgin Public School, including the placement of a Crossing
Guard at the intersection of High Street and Fourth Street/Vanstone Court.
Pursuant to this specific request, it was felt that a traffic count would be appropriate
in addition to Mrs. Greenham's presentation being received and referred to the Director
of Public Works for review and subsequent report. The count was undertaken on Wednesday,
October 7, 1987 and the following observations made.
8:15 a.m. - 9:00 a.m.
29 children were observed to cross High Street from the area of Vanstone Court and areas
north and south. 9 vehicles were observed using High Street during this period.
11:30 a.m. - 1:30 p.m.
31 children were observed to leave the school and cross High Street at the intersection of
Fourth/V~nstone. The majority proceeded down Vanstone Court. An equivalent number were
observed to re-cross, the majority again coming from Vanstone Court. 11 vehicles were
observed using High Street during this period.

3:30 p.m. - 4:00 p.m.
33 children were observed to leave the school and cross High Street north of Fourth
Street• As before, the majority proceeded down Vanstone Court. 8 vehicles were observed
using High Street during this period.
CONCLUSION:
High Street, in the vicinity of Lord Elgin Public School, is a paved road and visability
for drivers using same is unobstructed. The traffic observed using this street appeared
to be travelling well within the speed limit. Fourth Street/Vanstone Court traffic is
regulated by stop signs at the intersection of High Street and appears to present no
hazard to children crossing in the area.
During the entire 3 hour and 15 minute observation period, a total of 28 vehicles were
observed using High Street. This equates to roughly one vehicle using the area every
7 minutes. The children crossing High Street were observed to be experiencing no
difficulty with traffic using same, an observation born out by the low traffic frequently
rate.
Based on figures here presented, it is recommended that the request fora Crossing Guard
be denied, and that Mrs. Sheryl Greenham, 2 Vanstone Court, Bowmanville, be advised.
