REPORT ON CONVERTING THE CENTRAL PARKING LOT
FROM A CENTRAL METER SYSTEM TO INDIVIDUAL
PARKING METERS.
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose & Administration Committee
recommend to Council the following:
1. That Clerk's Report CD-53-87 be received for information.
BACKGROUND AND COMMENT:
The Central (Merchants) Parking Lot was constructed in 1983, and at that time,
because the bulk of the funds on hand had been expended on the construction of
the lot, a permanent solution to the control of parking was not addressed. The
result was that staff were obliged to look at a control system which would provide
reasonable control at a moderate cost as a stop-gap measure. The central meter
was purchased at a cost of approximately $4,500.00 and has given reasonable
service although we are finding that the maintenance costs are higher this year.

Parking revenues as of July 1987 are shown as $128,468.39. Debits against this
account currently approved by Council are the cost of upgrading the on-street
parking meters estimated at $20,000 and $40,000 to establish a parking lot in
Orono. Other projects proposed in the short term include the purchase of the
Silver Street Parking Lot Lands at an as yet undetermined price. The net result
of these actions is that staff will continue to utilize the central meter and
at such time as the parking lot reserve fund is capable of sustaining a further
expenditure, a report will be prepared recommending that the subject parking lot
be serviced by individual parking meters.
For the Committee's information, the cost in 1987 to instal parking meters would be:

in its report, information on the various funding opportunities.

This report is intended to keep Members of Committee informed of the status
of the central meter and of the costs associated with the installation of parking
meters in the Church/Division Street Parking Lot. Accordingly, it is recommended
that Report CD-53-87 be received for information.
