SUB.~CT: REQUEST FOR AN INCREASE IN RATES BY LOCAL TAXICAB COMPANIES RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report CD-14-87 be received; and 2. That Bowmanville Taxi and Deluxe Taxi be granted an increase in the Tariff of Rates as detailed in the body of this report and the by-law appended hereto; and 3. That the by-law authorizing an increase in rates be forwarded to Council for approval; and 4. That the applicants be advised. BACKGROUND AND COMMENT: A joint request for fee increases was submitted by Bowmanville Taxi and Deluxe Taxi by letter dated December 3, 1986. Following receipt of the request for an increase in fares, a review of the fare structure was undertaken. As a preliminary comment, I would advise that the last fare increase was granted in June 1985, and since that time taxi companies have experienced an increase in costs in all areas which have affected the profitability of their operations. Continued ...../2 Report CD-14-87 - 2 - March 2, 1987 w~f 1 ~~) Departmental staff have reviewed the rates presently in place in both Oshawa and Whitby (other area municipalities are also looking at the taxi fare question) and would note for information, that the rates in Whitby have been increased to $1.85 "drop rate", plus an additional .10¢ per 1/10th km. Oshawa is expected to establish a parallel rate. Members of Committee may also note that the "drop rate" structure has been altered. The proposed change alters the drop rate based upon a measurement in metres to a uniform measurement based upon 1/10th's of a kilometre. Also recommended for removal in this report on fares is the section related to "Driver Self-Cab." We have no one in the taxi business operating within the category; it has fallen into disuse and is considered obsolete. In the event that the increase is approved, the amending by-law contains a reference in section 3 to the effective date of April 2nd 1987. Assuming passage of the by-law by Council on March 9th 1987, the by-law provides for a grace period to allow the taxi owners time to have the taxi meters recalibrated to reflect the new rates. NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS: 1. THAT Tariff "A" to By-law 74-7,2, as amended by By-law 85-84, is hereby further amended by deleting Tariff "A" therefrom, and substituting the following revised Tariff "A" therefore: TARIFF "A" RATES BY DISTANCE IN KILOMETRES ONE TO FOUR PASSENGERS 1987 TARIFF RATES KILOMETRES For the first 1/10th kilometre or part thereof $ 1.60 For each additional 1/10th kilometre or part thereof $ .10 For waiting time while under engagement for .
