ROLL CALL Present: John Stoner, Chair Rhonda Hooper, Vice Chair Helen Koscok Charmaine Dunn Councillor Adrian Foster Anne Greentree, Deputy Clerk Sheila Elkington, Sr. Animal Services Officer Cheryl Tennisco, Clerk II, Secretary Absent: John Sturdy 1. ADOPTION OF MINUTES Moved by Charmaine Dunn, seconded by Sheila Elkington THAT the minutes of the Animal Advisory Committee for the meeting of January 11, 2005, be approved without comment. CARRIED 2. COMMUNITY EVENTS – UPDATE i) Winter WonderLearn – February 25, 2006, South Courtice Community Complex The event was well attended by the public and the wildlife was well received. 3. RABIES – UPDATE MEETING HELD BY DURHAM REGION HEALTH DEPARTMENT Anne advised that Shelia and she attended the Rabies Meeting in February hosted by Durham Region. Anne reported the Ministry of Natural Resources provided a slide presentation regarding facts about rabies, how to deal with rabies, hot zones, Pet Owners’ Responsibility During Confinement Period, and the Role of the Public Health Inspector. Animal Advisory Committee -2- March 22, 2006 Anne presented a copy of a coloring book Durham Region has available to the public. Cheryl will call the Region and order the colouring book “Rabies – What’s That” to have available for the residents in Clarington. 4. POOP AND SCOOP BAGS – DURHAM REGION POLICY, PARK POLICY Anne submitted an example of a bio-degradable “scoop bag” which Saskatoon has implemented and advised they have a zero tolerance in regards to the purchase of licences and offer a one time ‘get out free card’. Anne advised the Region requested residents do not flush their contents of their “poop and scoop”, but that they dispose of it in their garbage. Also the Region is not favour of the bio-degradable bags. Anne will continue to research information for an animal waste campaign. 5. LICENSING PROCESS FOR 2006 Anne advised the Municipality will look at new pricing for the year 2007 and review the feasibility of lifetime licences and “on line” purchase of licences. Anne advised she will be holding a training session for the contractors hired for the door-to-door sales of licences. 6. QUARTERLY REPORT FOR OCTOBER TO DECEMBER 2006 Sheila presented the Quarterly Report for the period of October to December, 2005. She stated the revenue was down due to the licensing process. Anne reviewed the licensing statistics and reported on the significant decrease in licences sold in 2005. The Municipality will proceed with the prior practice of contracting out the door to door sales of licences for the year 2006. 7. OTHER BUSINESS Laurie Davies advised the Committee she is resigning. Council will forward correspondence to Laurie thanking her for his past efforts and dedication to the Clarington Animal Advisory Committee. Animal Advisory Committee -3- March 22, 2006 Cheryl will scan and email the Committee the ‘Hellenic Animal Welfare Society Law 2170/2003’ for their comments. Rhonda Hooper discussed the ‘off-leash’ park in Newcastle funded by the Rotary Club. 8. NEXT MEETING Next meeting will be on Wednesday, May 10, 2006 at 2:30 pm at the Animal Shelter. 9. ADJOURNMENT The meeting adjourned at 4:15 pm.
