ROLL CALL Present: John Stoner, Chair Rhonda Hooper, Vice Chair Laurie Davis Charmaine Dunn Councillor Adrian Foster Anne Greentree, Deputy Clerk Sheila Elkington, Sr. Animal Services Officer Cheryl Tennisco, Clerk II, Secretary Absent: Julie Price John Sturdy 1. ADOPTION OF MINUTES Moved by Sheila Elkington, seconded by Councillor Foster THAT the minutes of the Animal Advisory Committee for the meeting of November 17, 2005, be approved without comment. CARRIED 2. COMMUNITY EVENTS – UPDATE i) Pictures with Santa – December 17, 2005 Anne Greentree announced the event was a huge success and well received by the residents. Anne thanked the volunteers - John Stoner for being a great Santa, Rhonda Hooper for her assistance, Jean Micheal for his excellent photography – more than 40 photos were taken. Total donations received by the Clarington Animal Shelter through this event were $295.00. Anne suggested the photo session be held in November, 2006 to allow the residents to have the photos early enough to hand out as Christmas Cards/gifts. Animal Advisory Committee -2- January 11, 2006 ii) Winter WonderLearn – February 25, 2006 The event will be held at South Courtice Community Complex. John Stoner volunteered to work at the booth. Anyone interested in helping out may email Anne Greentree. 3. ORDER TO RESTRAIN APPEALS – PROCEDURE REVIEW Anne reported that Council adopted the recommendations set forth in Report CLD-043-06 on November 28, 2005. Anne reviewed the Appeal Hearing format with the Committee members which states a Decision must be made within 3 business days. Anne confirmed that the Chair’s Decision will be in writing and the Chairs’ Decision is final. 4. 2006 ADVERTISING CAMPAIGN – DISCUSSION REGARDING PREVAILING MESSAGE FOR 2006 The Committee discussed messages to put forth to the public through the 2006 Advertising Campaign. Councillor Foster suggested the message relay responsible pet ownership (i.e. “poop and scoop”). Anne submitted an example of a bio-degradable “scoop bag” which Saskatoon has implemented. The “scoop bag” advertises the municipal regulations and fines for pet owners. Anne will speak with the Municipality’s Operations Department and the Region regarding disposal of the “scoop bag” and its contents. The Committee will forward slogan ideas for the 2006 Advertising Campaign to Anne Greentree. 5. LICENSING PROCESS FOR 2006 Anne reviewed the historical licensing statistics and reported on the significant decrease in licences sold in 2005. The Municipality will proceed with the prior practice of contracting out the door to door sales of licences for the year 2006. Two types of tags are available: purple for an annual licence and silver for a lifetime licence. Anne advised staff are investigating the feasibility of implementing “on line” purchase of the licences through the website for the residents in Clarington for 2007. The implementation of the above practice will allow the public to easily access a licence for their pets. Animal Advisory Committee -3- January 11, 2006 Anne advised the Committee the City of Calgary achieved a 90% compliance in the issuing of licences. Furthermore, Calgary practices a zero tolerance with violations and the upholding of charges. Although Clarington is a much smaller community than Calgary, we can certainly adopt some of their best practices to maximize our efficiencies and services. 6. OTHER BUSINESS Charmaine Dunn provided a copy of the Hellenic Animal Welfare Society Law 3170/2003 to be copied and distributed at the next meeting. 7. NEXT MEETING Next meeting will be on Wednesday, March 8, 2006 at 2:30 pm at the Animal Shelter. 8. ADJOURNMENT The meeting adjourned at 4:20 pm.
