CD-18-85 - Fi SUBJECT: REQUEST FOR SCHOOL CROSSING GUARD HIGHWAY #2, NEWCASTLE (ARSENAULT & BEDARD) • RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the fallowing: 1. That this report be received; and 2. That the request for placement of a School Crossing Guard at Highway #2 and Stephenson's Side Road be not approved; and 3. That the applicants Paul and Anne Arsenault, General Delivery, Newcastle, and G. Bedard, R.R. #2, Newcastle, be advised of the decision. BACKGROUND AND COMMENT: At the Council Meeting of April 9th 1985, Council received the correspondence from Mr. and Mrs. Arsenault, requesting the placement of a Crossing Guard at Highway #2 and Stephenson's Side Road, and passed a resolution receiving the correspondence and directing: "THAT the correspondence be referred to Staff for review and a report to the General Purpose and Administration Committee on the questions raised by Mr. and Mrs. Arsenault." At the meeting of April 22, 1985, reference was made to a letter dated April 11, 1985, received from G. Bedard, R. R. #2, Newcastle, respecting the same subject. i y Continued ...../2 a~1~~ ~~~~, CD-18-85 - 2 - May 6, 1985 In accordance with Council's direction, the By-law Enforcement Officer carried out an investigation and submitted the following report: "I attended the location in question on the morning of Tuesday, April 9, 1985, and observed a group of children on the south shoulder of Highway #2 awaiting the arrival of their bus. When the bus arrived, the driver activated his stop signal and four-way flashers, effectively bringing east and westbound traffic to a complete stop. The safety equipment remained in operation until the children had crossed Highway #2 and were safely in the bus. Upon returning to the office, I telephoned Mr. Archie Groth, General Manager, Charterways Bus Lines, in order to find out whether or not he had been made aware of the parents concern. • Mr. Groth informed me that yes, approximately 1 year ago, the issue was raised and at that time the transportation safety officer for Charterways, Mrs. Christine Rauket, investigated the matter and concluded that the situation was well in hand. Mrs. Rauket's opinion was shared by both the Northumberland Board of Education and the Durham Regional Police." -cb~ Based upon the preceeding commentary, it would appear that a guard is not required. Accordingly, it is recommended, that the request for the placement of a crossing guard at Highway #2 and Stephenson's Side Road be denied, and the applicants, Mr. & Mrs. Paul Arsenault, and G.
