REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
SEPTEMBER 3, 1985.

SUBJEOT: PROCESSING OF REQUESTS FOR APPROVAL OF SPECIAL
OCCASION (LIQUOR) PERMITS

RECOMMENDATIONS:
It is respectfully recommended, that the General Purpose and Administration
Committee recommend to Council the following:
1. That Clerk's Report CD-35-85 be received; and
2. That the Clerk be authorized to issue letters of consent to
organizations requiring Council's permission with respect to the
issuing of Special Occasion Liquor Permits by the Ontario Liquor
Licensing Board, subject to the applicant satisfying any of the
Municipality's concerns.

BACKGROUND AND COMMENT:
Council regularly receives requests from local organizations for
concurrence in the issuing of special occasion permits by the Ontario
Liquor Licensing Board. In virtually every instance, Council has
approved the application and directed that a letter of consent be
issued. There have been times in the past and they will undoubtedly
occur in the future, where the receipt of the request does not coincide
with the Council meeting schedule, or where Council is in recess, ,~~
obtaining Council's approval is even more difficult. e~ ~~

What staff would recommend is that the Clerk be authorized to issue
letters approving of the granting of special occasion permits by the
Liquor Licensing Board of Ontario, provided that the applicant has
met all of the Town's standard conditions and those imposed by the
L.L.B.O.
The form that the consent would take would be:
"That the Council of the Town of Newcastle has no
objection to the issuing of a Special Occasion Permit
to (Name of Organization) by the Liquor Licensing
Board of Ontario, for an event to be held on
• (Date of Event) at (Location) in the Town of
Newcastle, subject only to the provision that the
(Name of Organization) satisfies all of the conditions
imposed by the Municipality and other approving agencies."
