REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
SEPTEMBER 16, 1985

SUBJECT: REMOVAL OF A SCHOOL CROSSING GUARD - DARLINGTON
BLVD. AND HIGHWAY #2.
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Clerk's Report CD-43-85 be received; and
2. That the controlled crossing at Darlington Blvd. and Hwy. #2, be
discontinued; and
3. That the Courtice West Public School and Durham Regional Police be
advised df this action; and
4. That all signage identifying the crossing as a school crossing
be removed.

BACKGROUND AND COMMENT:
Members of Committee will recall that the writer had indicated prior to the
end of the school term, that certain school crossings would be reviewed and
their continued need examined.
Mr. Brian Irwin, By-law Enforcement Officer, has from September 3rd 1985,
to September 6th 1985, attended at the crossing located at Darlington
Boulevard and Highway #2 on a daily basis. He reports, that during his
periods of observation, no children used the crossing.

Based upon his investigation, it would be appropriate to recommend that the
school crossing at Darlington Boulevard and Highway #2, be discontinued and
the Courtice West Public School Principal and Durham Regional Police be
advised of the decision. As well, all signage identifying the school
crossing should be removed.

Cancellation of Crossing Guard - Darlington Blvd. and Highway #2

Pursuant to our discussions regarding this matter, I submit the following for your
information and files.
In May of this year I had occasion to speak with Miss Sherry Anne West whom, at the
time, was the crossing guard at the above mentioned location. Miss West informed me
that since approximately the middle of April. she was, on a daily basis, crossing
but one child. As the end of term was fast approaching, I instructed Miss West to
finish out the year, my intention being to review the matter in September.
Commencing Tuesday, September 3, 1985, and terminating Friday, September 6, 1985,
I attended at Darlington Blvd, and Highway #2 between the hours of 8:15 a,m, and
9:00 a.m. and 3:30 p.m. until 4:00 p.m, each day. Not one child was observed to cross
Highway #2 for the purpose of attending Courtice West Public School.
With the foregoing in mind, 1 am recommending that the placement of a school crossing
• guard at Darlington Blvd, and Highway #2 is no longer necessary.
