'RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee,
recommend to Council the following:
1. That Report CD-49-85 be received; and
2. That the Tile Drainage Loan Application submitted by Mr. James V. Lowery, R.R. #1,
Orono, LOB 1M0, in the amount of $6,300.00 be approved; and
3. That the Tile Drainage Debenturing By-law be passed by Council; and
4. That the C1@rkbe`authorized to make application to the Regional Municipality of
Durham for debenturing of the said amount.
BACKGROI#ND AND COMMENT:
Mr. Lowery filed an application fora Tile Drainage Loan in the amount of $15,000.00
(estimated) on October 99th 1984. The works were completed and inspected on September
17th 1985. The final cost of this works was $10,480..30, and based upon the 60% factor,
it is recommended that the loan in the amount of $6,300.00 be approved and the necessary
By-law enacted by Council.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 85-
being a by-law imposing special annual drainage
rates upon land in respect of which money is
borrowed under The Tile Drainage Act, 1971
i~
NHEREAS owners of land in the municipality have applied to the Council
under the Tile Drainage Act, 1971, for loans for the purpose of
constructing subsurface drainage works on such land;
AND WHEREAS the Council of the Corporation of the Town of Newcastle
has upon their application, lent the owners the total sum of $18,900.00
to be repaid with interest by means of rates hereinafter imposed.
BE IT THEREFORE ENACTED BY THE COUNCIL OF THE CORPORATION OF THE 70NN
OF NEWCASTLE that annual rates as set out in Schedule "A" attached
hereto are herbby imposed upon such land fora period of 10 years,
such rates to be levied and collected in the same manner as taxes.
By-law read a first and second time this 4th day of November 1985.
By-law read a third time and finally passed this 4th day of November 1985.
