Minutes of a meeting of the Animal Advisory Committee
held on Wednesday, December 12, 2001 at 2:00 p.m. at the Animal
Shelter

1. ADOPTION OF MINUTES
Moved by Don MacArthur, seconded by Colleen Cochrane
THAT the minutes of the regular meeting of the Animal Advisory Committee held
on November 13, 2001 be approved.

2. PROHIBITED ANIMALS
The restrictions in our by-law currently prohibit exotic animals being owned in the
Municipality of Clarington. The proposed changes to the by-law would restrict
prohibited exotic animals being brought into the municipality with traveling shows
or with visitors to Clarington residents. The proposed additional restrictions
would prohibit shows not accredited by CAZA. Exemptions to the by-law would
include the film industry. This is being reviewed.
WHAT CAN COMMITTEE DO?
Committee would like to see our exotic by-law modified to also incorporate the
following 3 points in appropriate wording for our Municipality.
• The areas of the Municipality in which professionally produced films are
being made by film professions and film production companies, and only
temporarily during filming.

• The areas of the Municipality in which educational programs are being
conducted with animals, if the animals are owned by institutions
accredited by CAZA or the American Zoo and Aquarium Association and
only while the educational programs are actually being conducted,
provided that such programs be limited to a maximum of three days at any
one location.

Domesticated Ungulates of the families Artiodactylus and Perissodactylus,
Anseriformes, Galiformes and Struthioniformes:
(1) On lands owned and operated by the City listed in Schedule B
at the end of this chapter; or
(2) On lands zoned agricultural.
CAZA produces updated list of members.
Peter will bring in written standards for CAZA for next meeting.
A report would have to be written and presented for Council for approval to
amend our exotic by-law.
Further discussion at next meeting.
3. CONCERNS OVER FERAL CATS
Discussion was held over what to do about feral cats. Sheila is pursuing
Humane Society, to see what they can do as well. Also, supplying traps to catch
feral cats. There are several programs, eg. catching cats, spay or neutering
them and returning them to the wild but these programs are very expensive.
Suggestions to make public aware by placing ads in local newspapers on a
continuous basis. Animal Services prepared to take in more feral cats.
Try to eliminate private individuals selling cats and introducing healthy cats with
diseased ones.
4. TRILLIUM EQUESTRIAN COMPLEX— STALL DECORATING
Animal Services along with Animal Advisory Committee participated in the
Trillium Equestrian stall decorating contest and received an honourable mention.
5. ANIMAL LICENCING
Discussion was held as to alternatives to selling Licences. At present, contractor
out selling door-to-door between March and October and receives commission
on every licence sold. j

Other suggestions:
hiring students
advertise for tenders
hire temporary agency
There are many fee scenarios so whoever gets contract will have to be made
familiar with the structure.
6. DOG BITE EDUCATION PROGRAM — STATUS REPORT
The 5 presentations involving 4 schools so far have been well received. The
Children loved the video. Presentations were great, very informative reaching
over 300 students so far. Two more schools are booked at present. Don
MacArthur would like to attend the next presentation.
7. OTHER BUSINESS
Colleen read a poem — Prayer for Animals
Statistics for ages of kids being bitten and by which dogs will be accessible in the
New Year.
January meeting has been changed from Tuesday, January 8th to Tuesday,
January 15th
8. ADJOURNMENT
