1986 ANNUAL REPORT AND 1987 WORK PROGRAMME
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-22-87 be received; and
2. THAT the Planning and Development Department's 1987 Work Programme (Attachment No.l)
be approved.
As in past years Staff are again submitting a proposed work programme for Council's
consideration and approval outlining the proposed operations of the department to year end
and identifying major activity areas and priorities for the coming year. The work
programme is intended to provide guidance to Staff with respect to Council's priorities in
order to permit the best utilization of departmental resources in dealing with the issues
of greatest concern to the Town. Since the intention of the work programme is to prio rite
activity areas, Council's ratification should only be given if the proposed programme is
consistant with the objectives of Council. Submission of the work programme should be
seen as an opportunity for members of Council to review the priorities assigned to the
various projects by Staff and where appropri ate i denti fy new objecti ves to be addres sed.

COMMENTS:
The Planning and Development Department is comprised of two divisions,
Planning and Building. The Planning division is responsible for all
aspects of local municipal planning including preparation and
administration of planning documents, such as official plans and
development plans, zoning by-laws and development agreements. This
division is also responsible for specific review and reporting functions
relative to Land Division, Committee of Adjustment and Development
Applications, as well as overseeing the administration and implementation
of Council and Committee's decisions arising from same.
The Building division is responsible for the administration of the
Ontario Building and Plumbing codes through plan review, permit issuance
and inspections. In addition, the Building division provides resource
staff for the administration of property standards, sign and pool fence
by-laws.
STAFFING:
In 1986 the Departmental Staff compliment was increased by the addition
of a Building/Plumbing Inspector and a Deputy Director of Planning. This
increased the staff level to 13 full-time employees and 1 part-time
Secretary to the Committee of Adjustment. The attached organization
chart (Attachment No. 2) provides an illustration of the departmental
structure and lines of responsibility.
BUDGET:
In 1986 the Department received a total budget allocation of $535,396.00.
This was allocated on the following basis:
Planning/Administration $357,594.00
Building $161,371.00
Committee of Adjustment $ 14,891.00
Property Standards Committee $ 1,540.00

These allocations represented a total increase of 6.5% over 1985
allocations.
DEPARTMENTAL OPERATIONS:
PLANNING DIVISION
The operations of the Planning division of the department are further
categorized as Current Operations and Long Range. As has been the case
since 1984, the majority of staff time is directed towards current
operations. The staff responsibilities being assigned on the basis of
work load and work programme.
a) LONG RANGE:
In 1986 the department processed and commented upon a total of 28
Official Plan Amendment applications. In addition, the department
initiated a significant amendment to the Town's Official Plan to
incorporate community improvement policies and commenced a review of the
Town of Newcastle Official Plan as it relates to the Courtice Urban Area.
* Attachment No. 3 provides a comparision of annual totals for Official
Plan Amendment applications. In addition to the processing of Official
Plan Amendments, the Long Range division is also responsible for
preparation of Hamlet and Neighbourhood Development Plans which again due
to heavy work load related to current applications, received little
consideration. And although Hamlet policies were incorporated in the
Town's Official Plan approved in 1985, this portion of the plan has not
yet received ministeral approval. Consequently, in 1987 staff are
proposing to continue an ongoing review of the Official Plans and will be
undertaking preparation of an amendment in respect of public open space
as well as participating in the review of the Durham Regional Official
Plan. Since Hamlet Development Plans have received no attention for the
past four years, staff will be recommending through the budget process
the retention of a consultant to undertake preparation of specified
Hamlet Development Plans as well as the preparation of community
improvement plans consiltant with Council's directive for participation
in the Provincial Government's PRIDE

programme. It should be noted that as a result of Council's desire to
actively enforce the Town's Property Standards By-law planning staff in
the Long Range section of the department, have realized an additional
work load related to Property Standards hearings inasmuch as the Long
Range Planner is designated, by By-law, as Secretary to the Property
Standards Committee. While administrative in nature, this function does
require an allocation of staff time and has further limi ted our abi li ty
to deal with outstanding long range planning problems. A review by staff
of the activities for the past four years has indicated that very little
has been accomplished in the area of long range plans which is a
reflection of the heightened development activity in the Town.
b) CURRENT OPERATIONS:
As in 1984 and 1985 current operations has remained the Department's
number one priority. During 1986 the greatest portion of the work load
was related to subdivision administration. During the past year, the
department processed to registration 17 plans of subdivision for a tot al
of 1075 new building lots. This compares to 10 plans of subdivisions and
393 lots for 1985. Attachment 3 provides a year-to-year comparison of
subdivision applications since 1974. Attachment 4 indicates the
breakdown for draft approved and registered units. Each of the plans
registered also require negotiation, execution and administration of a
development agreement. This was the primary responsi bi li ty of the Deputy
Director of Planning. Staff also reviewed and commented upon a total of
19 new applications for subdivision approval as compared to 8 for 1985.
The next greatest allocation of staff time was related to zoning and site
plan approvals. In 1986 a total of 48 rezoning appl ications and 36 site
plan applications were processed. In addition to these two major
activity areas staff also provide comments to the Durham Regional Land
Division Committee and the Town of Newcastle Committee of Adjustment. In
that regard, during 1986 comments were provided to Regional Land Division
Committee on a total of 218 applications for consent. This was almost
double the 1985 figure as was the case with the 79 applications to the
Committee of Adjustment which were commented upon. In addition to
commenting to the Committee of Adjustment, staff attend each meeting to

provide technical advice to the members of the Committee. As would be
expected as a result of the increased development activity, the number of
zoning clearance letters requests increased substantially to 1,837
compared to 1,330 in 1985. Each request requires a written response and
is one of the major activity areas for the department's Planning
Technician.
BUILDING DIVISION
The activities of the Building Division of the Planning and Development
Department are primarily related to the review and approval of buil ding
applications as well as the areas of inspections required by the Ontario
Building Code. In addition, each building application must be reviewed
by the Planning Department to ensure by-law conformity. While 1985 was a
record year for building activity in the Town, 1986 far surpassed our
best expectations in terms of new residential units added to the housing
* stock for the Town of Newcastle. Attachment 5 provides a summary of the
new residential units for the various areas of the Town dating back to
* 1974 and Attachment 6 provides a yearly compari son of the value of
building permits issued within the Town.
COMMITTEE OF ADJUSTMENT
In addition to Planning Staff's responsibility for commenting on
applications to the Committee of Adjustment, the administration of the
Committee also falls within the jurisdiction of the Planning and
Development Department. 1-he Secretary-Treasurer of the Committee is a
part-time employee of this department and has also provided assistance in
this past year in meeting the clerical demands of our work load. While
in 1985 applications for variances reached its all time low, as can be
expected with an increase in development activity, 1986 again saw an
increased number of applications.

PROPERTY STANDARDS COMMITTEE
During 1986 the responsibility for administration of the Town's
maintenance and occupancy by-law was transferred to the Clerk's Office to
permit an increased level of by-law enforcement. For the first time
since its approval in 1982, the Town saw 2 appeals to the Property
Standards Committee with the orders of the Property Standards Officer
being confirmed by the Committee in both instances. Une of these
decisions is however under appeal.
* Attached hereto is a proposed work programme for 1987 and if satisfactory
to the Committee, staff recommend its approval for the coming year. At
this point in time it is appropriate for the Committee to consider any
adjustments to the work programme to reflect any change in emphasis and
priorities or new objectives for the coming year.
