HomeMy WebLinkAbout2009-03-17 Minutes CLARINGTON HERITAGE COMMITTEE I - 3 Minutes of Meeting No. 3 March 17, 2009 MEMBERS PRESENT: Duane Cook David Reesor Leslie Wilson Karin Murphy Victor Suppan Councillor Mary Novak REGRETS: Karina Isert James Rook Paul Allore Andrew Kozak GUESTS: Jeany Barrett, Vice President, Newcastle Horticultural Society Bert Duclos, Heritage Outreach Consultant, Ministry of Culture Sarah Cossette, Culture Services Advisor, Ministry of Culture (Central Region) PLANNING STAFF: Isabel Little Sharon Norris PRESENTATIONS: Newcastle Village Community Hall Landscape Proposal Jeany Barrett, Vice President of the Newcastle Horticultural Society, gave the Committee a presentation on landscape improvements proposed for the grounds of the Newcastle Community Hall. This property is designated under the Ontario Heritage Act, however, the designation only applies'to the building and does not reference the grounds or the landscape features. The Horticultural Society's goal is to bring the gardens back to a heritage look. There are plans to install an underground watering system to help keep the plants and trees in the best of health, to trim and replace plants thereby increasing the space around the cenotaph and the fountain, and to add a fenced patio area to the west side of the building. A trellis is proposed but if and how it is to be attached to the building is yet to be determined. The CIBC is the immediate neighbour to the west and they will be contacted for permission to do some planting on their property. Funds have been secured to hire a landscape architect to prepare a landscape plan. It was suggested that the information on heritage plants may be obtained from the Clarington Museum, the Beech Avenue Heritage Conservation District Plan, and the local nurseries. Ms. Barrett was advised to secure plans from the landscape architect, obtain the Hall Board's support and then inform the Heritage Committee. Inventory Evaluation and Designation -from Survey to Protection Bert Duclos, Heritage Outreach Consultant, and Sarah Cossette, Culture Services Advisor, both with the Ministry of Culture, gave a presentation to the Committee on how to evaluate a property for its cultural heritage significance under the amended Ontario Heritage Act. They reviewed the steps in heritage conservation process which include identification, listing, research, site analysis, evaluation, and protection. The difference between listing on the Municipal Register, the designation of individual properties under Part IV, and the designation of districts under Part V was outlined. The importance of preparing a statement of cultural heritage value or interest for individual designation was stressed. These statements are to include a description of the architectural design or physical value of the buildings on the property, the historical or associative value associated with the buildings or the site, and the property's contextual value. The purpose of the statement is to inform the property owner and the public of the significance of the property, to explain the heritage values of the property if there was an objection to the designation, and to guide the review of any requests for future alterations. The Committee members were provided with an information package which contained an introductory guide on identifying, protecting and promoting heritage, and information sheets on various topics related to heritage conservation. Corresaondence: The CHO newsletter was distributed and the Heritage Matters newsletter was circulated for review. A letter was received from Mayor Abernethy in regards to the fire damaged buildings at 19 ~/2 - 23 King Street West and 33 King Street West asking the Committee if these two properties should be added to the Municipal' Register at this time. The Committee is in the process of putting together a list of buildings that should be on the Register and working out the details of how the list should be reviewed and presented: Both King Street buildings have been listed in the heritage resource inventory as Primary buildings and all agreed that they could be added to the Register in advance of any others that may be considered.
