HomeMy WebLinkAbout2009-04-21 Minutes CLARINGTON HERITAGE COMMITTEE Minutes of Meeting No. 4 April 21 , 2009 MEMBERS PRESENT: Karina Isert Karin Murphy Paul Allore Victor Suppan James Rook Councillor Novak Duane Cook REGRETS: Leslie Wilson David Reesor Andrew Kozak GUEST SPEAKER: Martha Rutherford-Conrad PLANNING STAFF: Isabel Little Faye Langmaid Annette Van Dyk PRESENTATION ON CAMP 30 Martha Rutherford-Conrad gave a presentation to the Committee on the significance of the property from a municipal, provincial, and federal perspective. Invitations to hear Martha speak had been sent to the interested parties that had contacted the Municipality in regards to the site and nineteen people attended the presentation. The concept of a "friends of" group was discussed with attendees and staff will follow-up by contacting the interested parties and convening a meeting. ADOPTION OF MINUTES: MOTION 09.06 Moved by James Rook, seconded by Duane Cook THAT the minutes from Feb 17, 2009 and March 17, 2009 be accepted. "CARRIED" ` BUSINESS ARISING: 407 Review: The 407 sub-committee met on March 11 and reviewed the updated Impact Assessment Tables: Identified Cultural Heritage Resources provided by Richard Unterman. The Tables impact column contained two categories, "displacement" and "disruption" with a brief description of the affect on the property. Proposed mitigation options were indicated in a separate column. The sub-committee identified 27 built heritage properties that have been recorded in the inventory of heritage buildings. The following comments were provided to staff in regards to these properties: The 407 project team indicated that an Impact Assessment report will document the mitigation and/or compensation techniques to be employed in order to reduce impact on heritage resources. The Tables do not include any information on the compensation techniques and do not indicate if the property owners have been contacted in regards to the proposed mitigation options. The CHC would like this information to be provided. The notes attached to the Tables state that "a Cultural Heritage Evaluation Report (CHER) is recommended in those situations where farm complexes and individual structures will be displaced". The CHC has suggested that the CHER include floorplans of the building, the footprint of the building on the lot, an interior and exterior photographic record of the building, and a photographic record of the vista. The Tables indicate that following built heritage resources are identified for displacement: 1909 Bloor Street (H116) 5415 Soling Road (H157) 5531 Bethesda Road (H43) 5681 Acres Road (H111) 7500 Highway 115 (H754) 5658 Bethesda Road (H68) 4825 Rundle Road (H743) 2064 Taunton Road (H747) The first two buildings on this list are designated under the Ontario Heritage Act, the next four are recorded as Primary heritage resources, and the last two as Secondary heritage resources. They have suggested that the majority of the displaced structures be relocated. As for the properties that will be disrupted, they have suggested that a photographic record be completed prior to the Highway's construction. In certain instances they have noted that a CHER is not required. The Committee as a whole discussed the significance of the buildings to be displaced and determined that placing the 6 properties that are not designated on the Municipal Register would aid in informing the Ministry of Transportation that these buildings should not be demolished. The following motion was passed: MOTION 09.07 Moved by Duane Cook, Seconded by Karin Murphy THAT the 6 heritage properties that are identified for displacement but are not designated be added to the Municipal Register of Properties of Cultural Heritage Value or Interest. "CARRIED" SUBCOMMITTEE REPORTS: 407 Committee No meeting Orono CIP The Petrus Boots Signs at the two entry ways to Sid Rutherford Trail has some damage, Petrus has been contacted and a determination of how to proceed is being sorted out. The Centreview sidewalk on the north side is slated for replacement this summer, there is no need or a railing but the plans call for the installation of the same decorative poles as exist on the west side of Main Street. Discussions with the Post Office on the replacement of their railing with one similar to that on Main Street continue. A number of traffic; parking, handicapped parking issues were discussed and consultation with the Region will occur. Newcastle CIP April 30 is the next meeting 3 PROJECT REPORTS: Inventory Update David and Karin have finished Hampton and Enniskillen and are continuing to work through Darlington Township. NEW BUSINESS: Application for Rezoning -Newcastle IGA The Committee reviewed an application for rezoning to expand the parking lot of the IGA in Newcastle Village. There is an addition proposed for the supermarket, however, there is sufficient parking currently on site to accommodate the addition. The rezoning application proposes that the 2 cement block houses on Beaver Street, which are listed as Heritage Merit buildings in the cultural heritage resources inventory, be moved to accommodate the parking area expansion. The consultant for the applicant has stated that a new location has not been secured for the buildings. MOTION 09.09 Moved by Paul Allore, Seconded by Duane Cook THAT the Heritage ,Committee opposes the .Zoning By-law amendment for the proposed parking lot expansion as there is sufficient parking, there will be negative changes to the streetscape, and a loss of valuable heritage buildings. "CARRIED" MOTION 09.10 Moved by Paul A{lore, Seconded by James Rook THAT the two Heritage merit buildings located at 63 Beaver Street and 49 Beaver Street, Newcastle, be added to the Municipal Registry. "CARRIED" 71 Old Kingston Road The Municipality of Clarington has purchased this property. The site, which once contained the Tooleys Mill, will be the trail head for the Farewell Creek valleylands. Information on the property has been gathered from the Clarington Museum and Archives and will be forwarded to the Committee members for consideration in evaluating the historical significance of the site. An interior tour of the house after closing will help in determining the building's architectural significance. 4 Heritage Communitv Recognition Program Presentation The 2009 recipient will be invited to the May meeting and the Heritage Committee will present the certificate of achievement.
