Greeting from Councillor Robinson, who is unable to join us tonight due to a scheduling conflict. Adoption of Agenda 07-01 Moved by Tom Barrie, seconded by Don Rickard ”That the Agenda for February 15, 2007 be adopted” CARRIED Approval of Minutes 07-02 Moved by Brenda Metcalf, seconded by Gary Jeffery “That the minutes of the November 7, 2006 meeting be approved.” CARRIED Agricultural Advisory Committee of Clarington February 15, 2007 The Municipality of Clarington has seven Council appointed advisory committees. They are Animal Advisory Committee; ? Accessibility Advisory Committee; ? Highway 407 Community Advisory Committee; ? Traffic Management Advisory Committee; ? Samuel Wilmot Nature Area Management Advisory Committee; ? Heritage Advisory Committee; and ? Agricultural Advisory Committee ? The Agricultural Advisory Committee was first started in 2001. This is a volunteer advisory committee established by the Municipality of Clarington to assist in it’s efforts to identify, review, discuss and make recommendations to Council on agriculture and agricultural related issues. PROTOCOL Council approves a Terms of Reference for each committee and this serves as the mandate for committee and addresses the following items: Background ? Mandate of Committee ? Scope of Activities of Committee ? Membership and representation on the Committee ? In addition, Council has a general protocol for all committees; as follows: Responsibilities and Obligations of Members All Committee members shall abide by the Terms of Reference; ? The Chair or spokesperson appointed by the Committee may speak on behalf of the ? Committee to Council or the public; A Committee or its members shall not issue petitions, resolutions or position papers on ? behalf of the Committee, unless specifically authorized by Council resolution; A Committee and it’s members shall not act outside the mandate and advisory capacity ? of the Committee; The Chair may eject any Committee member from a meeting if, in the opinion of the ? Chair, that person is being disruptive or disrespectful; Members unable to attend a Committee meeting shall notify the staff liaison at least 24 ? hours in advance. Members who wish to resign shall notify the Chair in writing of their decision; ? A majority of voting members shall constitute a quorum. ? Committee meetings are traditionally held on the second Thursday of the month at the Municipal Administrative Centre. Meetings are open and posted on the web site. Any member of the public may attend, however, those wishing to speak at a meeting must pre-register with Faye Langmaid in order to be added to the agenda. Meeting minutes are sent in draft form to the Municipal Clerk to be included in the next available Council Agenda. Minutes are posted to the web site after committee approval. Resolutions by the Committee are forwarded to the Clerk for inclusion in the Council Agenda. Agricultural Advisory Committee of Clarington February 15, 2007 07-03 Moved by Orwin Bandstra, seconded by Tom Barrie “That the term of office for the Chair and Vice-Chair be two years.” CARRIED Eric Bowman nominated Tom Barrie for Chair Tom Barrie accepted nomination Gary Jeffery moved that the nominations be closed CARRIED Tom Barrie is Chair of the Agricultural Advisory Committee of Clarington for 2007 and 2008. Eric Bowman nominated Don Rickard for Vice Chair Don Rickard declined the nomination Eric Bowman nominated Gary Jeffery for Vice-Chair Gary Jeffery accepts nomination. Moved by Ted Watson that the nominations be closed CARRIED Gary Jeffery is the Vice-Chair of the Agricultural Advisory Committee of Clarington for 2007 and 2008. The Highway 407 Advisory Committee requires a member from the Agricultural Advisory Committee. They meet the first Tuesday of each month. Their first meeting will be February 22, 2007 here at the MAC. Mark Bragg has agreed to be the AACC representative to the 407 Committee. Workplan 2007 to 2010 Committee were provided with the accomplishments of all previous years of committee. Please give some thought to what you would like to accomplish during this term. A major item from administration will be the review of the Official Plan. Future Agendas The following has been brought forth as possible topics or presentations for future agendas: Nancy Taylor, Director of Finance Wind Energy ?? MPAC Hydro standard purchase offers ?? Bio gas and digesters ? Agricultural Advisory Committee of Clarington February 15, 2007 Correspondence The Durham Federation of Agricultural have extended an invitation to the AACC and Council to attend their next meeting. The meeting will be held here in Clarington at the Municipal Administrative Centre on March 27 at 8:00 pm. MP Bev Oda held the inagaural meeting of the Agricultural Advisory Council meeting on Friday, February 9, 2007 at the Blackstock Community Centre. Guest speaker was David Anderson, MP. A copy of the agenda and hand outs will be provided to committee members. Other Business Any committee member wishing to be added to the distribution list for the Planning Services E-update, please let us know. Eric Bowman moved to adjourn.
