presentation, supported by a PowerPoint presentation, regarding sidewalk
construction. Mr. Clark provided a background of the Engineering Services
Department, and more particularly the Construction Branch, to explain what the
division does, the methodology of their work, who they work with and the
reputation which the division has. He explained to the Committee the difference
between expansion joints and contraction joints and provided a detailed
explanation of each. Mr. Clark described the work involved in sawcutting the
joints in the sidewalks versus trowelling and explained the need for increased
inspections, increased costs, prolonged noise for each sawcut, dust damage to
property and potential liability. He stressed that he and his division are
continuing to experiment with the trowelling process of creating the various joints,
stating that they are looking at new standards related to the spacing of the joints
and the lip target depth in an effort to address the concerns raised by the
Committee.
