ADOPTION OF MINUTES Moved by David Kelly, seconded by Shea-Lea Latchford THAT the minutes of the meeting held on March 1, 2011 be approved. “CARRIED” 2. DELEGATION At the request of the Committee, Norm Clark, Manager of Construction, made a presentation, supported by a PowerPoint presentation, regarding sidewalk construction. Mr. Clark provided a background of the Engineering Services Department, and more particularly the Construction Branch, to explain what the division does, the methodology of their work, who they work with and the reputation which the division has. He explained to the Committee the difference between expansion joints and contraction joints and provided a detailed explanation of each. Mr. Clark described the work involved in sawcutting the joints in the sidewalks versus trowelling and explained the need for increased inspections, increased costs, prolonged noise for each sawcut, dust damage to property and potential liability. He stressed that he and his division are continuing to experiment with the trowelling process of creating the various joints, stating that they are looking at new standards related to the spacing of the joints and the lip target depth in an effort to address the concerns raised by the Committee. Mr. Clark was thanked for his presentation. Clarington Accessibility - 2 - April 6, 2011 Advisory Committee 3. NEW BUSINESS (a) Time of Day Electricity Pricing – Correspondence received from Pat Madill, Regional Clerk Moved by David Kelly, seconded by Shea-Lee Latchford THAT Council be requested to endorse the following resolution of the Regional Municipality of Durham: “WHEREAS the Ontario Government has introduced time of day electricity pricing; AND WHEREAS people with disabilities have a special need for utilities and other electrical devices such as in-home dialysis, air conditioning, in-house lifts, power wheel chair battery charging, etc. to help manage their over all health and well-being, and may not be able to pick and choose when they use their electricity; AND WHEREAS recipients of Home Care have no choice as to when their washing machines, dryers, dishwashers and other household appliances are being used; THEREFORE BE IT RESOLVED THAT the Minister of Energy be requested to implement further strategies to ease the financial burden facing people with disabilities who are eligible for the Disability Tax Credit as offered by the Federal Government; AND BE IT FURTHER RESOLVED THAT a copy of this resolution be forwarded to the Premier of Ontario, the Minister of Finance, the Minister of Health and Long Term Care, the local MPPs, and local area municipalities.” “CARRIED” (b) Committee Goals This matter will be addressed at the next regular meeting. 4. OTHER BUSINESS th The Municipal Clerk advised that a meeting of the Rick Hansen 25 Anniversary Relay coordinating committee was held on Wednesday, March 30, 2011 and distributed copies of the minutes of the meeting. Clarington Accessibility - 3 - April 6, 2011 Advisory Committee Sally Barrie advised that a meeting of the Regional Chairs is scheduled to be held on April 27 at 2:00 p.m. The Regional Committee is considering holding an Accessibility Awareness Day on May 30, 2011, in conjunction with the annual joint meeting of the Committees. 6. DATE OF NEXT MEETING The next meeting of the Committee will be held on Wednesday, May 4, 2011, commencing at 6:00 p.m. in Committee Room 1A. 7.
