HomeMy WebLinkAbout2006-09-21 Minutes Leaclin-g the Way Approved by committee members-April 19, 2006 CLARINGTON TRAFFIC MANAGEMENT ADVISORY COMMITTEE MUNICIPALITY OF CLARINGTON Minutes of Meeting Thursday September 21, 2006 at 7:00 p.m. PRESENT: Glenn Wallis (Vice-Chair) Dave Rickard Clayton Morgan Gerd Lee Andrew Bouma ALSO Tony Cannella-Director of Engineering Services PRESENT: Leslie Benson, Manager of Transportation &Design Ron Baker, Traffic Coordinator Constable Keith Richards Stuart McAllister,Road Safety Coordinator, Durham Region Donna Van Schyndel, Recording Secretary REGRETS David Duffie, Dirk Zinner, Andrew Kozak(Chair), Councillor Don MacArthur, Lisa Robinson Glenn Wallis chaired the meeting on behalf of Andrew Kozak. 1.0 ADOPTION OF MINUTES There were not enough members to form a quorum, therefore, the meeting will be conducted without voting privileges and the minutes of the last meeting will be voted on at the October meeting. 2.0 ITEMS FOR INFORMATION a) Road Watch Program-(Gord Lee) Gerd Lee is the new contact for the Road Watch Program and commented that there has been a new brochure drafted. Call boxes were inspected and some of the boxes have been relocated. The new computer requires a new program which they are hoping to obtain from another Road Watch Group. When the Road Watch display was at the Orono Fair, residents commented on vehicles speeding on Trulls Road, Ochonski Road and CTMAC Minutes 2 September 21, 2006 Edward Street in the area of the new Tim Horton's in Newcastle, but residents are reluctant to take the radar board on loan. b) Traffic Watch Update-(Ron Baker) The committee members discussed the handout that Ron Balser submitted showing statistics from June 13th through September 11th. The section of road on Concession Road 7, west of Langmaid Road has been resurfaced which has resulted in motoroists increasing their speeds. Dennis will continue to conduct traffic watch checks at various locations. Trulls Road showed to have considerable amounts of violations and Durham Regional Police couldn't keep up to the number of speeders that were clocked over 75 KPH in a 50 KPH zone. Durham Regional Police conducted a back to school blitz the first week of school and most of the vehicles pulled over contained children. C) Highway 407 Update-(Leslie Benson) There is no new update at this time. 3.0 AGENDA ITEMS FOR DISCUSSION a) Committee Mandate-(Tony Cannella) This will be left for discussion until the January meeting. 4.0 NEW BUSINESS AT DIRECTION OF CHAIR a) Items of Interest to the Committee Courtice Road Courtice Road is scheduled to be paved on October 2"d. There have been 400 charges laid over the summer by Durham Regional Police on Courtice Road, Highway 2, Trulls Road and Baseline Road. These areas have the most violations and receive the most complaints as well. Election Year for Committee Under the terms of reference for the Clarington Traffic Management Advisory Committee(CTMAC), the duration of membership coincides with the term of Council, after which time members are asked to reapply if they have an interest in doing so. As October is the last official Committee meeting until a new Council is in place any member who is interested in reapplying for membership on the CTMAC, can complete the application form which has been made available, and CTMAC Minutes 3 September 21, 2006 submit it to the Clerks Department. Advertisements will also be placed in local newspapers during the month of November, advertising for local membership and indicating a deadline date for the submission of applications. Foster Creek Plan The developer of the Foster Creek Plan is required to prepare a study and implement traffic studies. This would be a perfect opportunity for the traffic committee members to get involved in traffic calming ideas and could assist in the process from the inception of the development. Intersections in Clarin ton Intersections in Clarington are being re-addressed to see if they warrant such things as 4-way stops. Durham Regional Police Town Meetings On October 10t" at the Garnet B. Rickard Recreation Complex community members and the media are cordially invited to attend a series of Town hall meetings being held by DRPS Chief Vern White. Topics being discussed in these open forums will include community safety, police response and future issues. Port Granby Bridge The Engineering Services Department will ensure that the Operations Department is aware of the broken railing at this location. Barrier on Baseline Road West of Durham Road 57 Leslie Benson assured members that the road works and removal of the temporary barrier at this development related project will be overseen by the Engineering Services Department to ensure that safety measures are met. Advance Green Lights Stuart McAllister advised members who questioned the timing of certain lights such as the one at Hwy. 57 that they have been inspected by experts in this field who have reviewed changing the sequence and found that if they were altered it would impact other areas such as backing up of traffic, which creates other problems. Experts felt that the lights should not be adjusted.
