1.0 ADOPTION OF MINUTES-(May 17, 2007)
There was one change to the May 17`'' minutes: Page 4, item 4.4 should read
Edward Street-Newcastle.

2.0 ITEMS FOR INFORMATION
2.1 Road Watch-(Gord Lee)
Since the last report of May 17"', the Committee has processed 29 citizen reports
of aggressive. Fifteen (15) of these 29 complaints came in via the Durham
Regional Police website. It would appear at this point that online reporting is
increasing and the public is finding it convenient.
On June 7t1i of this month the Committee occupied a booth at the Newcastle &
District Chamber of Commerce Trade Fair and handed out in excess of 300 Road
Watch brochures to visitors and vendors at the show.
Plans are underway to be present at inforn~ation booths at a number of events this
fall, including Family Safety Day in Bowmanville and the local fall fairs.
To access the Road Watch website one can visit www.drps.ca and there is an icon
on the front page which one can follow to the site. Ron Baker will take inventory
of the signs that are missing the Road Watch tabs and make arrangements to have
them installed. Road Watch will pay for the sign purchase and the Operations
Department or the Region will perform the installation.
The Enniskillen Public School on Old Scugog Road sent in a cheque for
$1,100.00 to pay for Road Watch Pavement markings. The Town of Whitby has
the equipment and templates and will install these markings.
2.2 Traffic Watch Update-(Ron Baker)
Dennis Rudman who records traffic speeds for the Traffic Watch Program has
started recording but there are no figures as yet.
2.3 Highway 407 Update-(Leslie Benson)
Leslie Benson will attend a meeting at the Region on Monday with other
Municipal staff. The technically preferred route will be released at this time and
she will bring back the information to the next traffic meeting.
3.0 AGENDA ITEMS FOR DISCUSSION
3.1 Meeting Room Schedule-(Donna Van Schyndel)
The Committee was searching for larger accommodations but unfortunately there
are no other rooms available. The meeting will continue for the remainder of the
year in room 1 C.

4.0 NEW BUSINESS AT DIRECTION OF CHAIR
4.1 Baseline Intersection-Rona Site in Bowmanville
There are turning lanes presently being created. The relocation of hydro poles
took longer than expected. The width of the road will be milled and all new
asphalt will be laid, after all excavated settlement has occurred. The concrete
barrier will still remain for the time being. There is no projected finish date as this
is an ongoing project. It was noted that Rona has purchased the property and
applied for the appropriate permits; but there has been no indication of when they
will commence construction.
4.2 Simpson Avenue Construction-Bowmanville
Curbs are being installed and surveyors visited the site last week and again this
week. Leslie Benson will find out what the trench is for and report back to the
committee.
4.3 Double Line Painting-Newtonville
The double line painting in Newtonville should be completed this summer by the
Region.
4.4 Speed Limit in Front of VanBelle-Courtice
Stuart McAllister spoke with the owner of VanBelle who is concerned about the
speeds in the store area. Stuart advised that signs have been upgraded in the last
year and the Region has done everything possible to control speeds. There are no
plans to change speed limits.
4.5 Durham Road 57 @ Longworth-Bowmanville
There will be traffic signals installed, widening of the roads along with new
signage taking place.
4.6 Top Ten Collision Intersections in Clarington
In the Spring 2007 Recreation & Leisure Guide, the Durham Regional Police
inserted the top ten collision intersections in Clarington on page 44, which was
very informative.
4.7 John Rice By-pass-Bowmanville
A concern was raised regarding motorists short cutting through private property
belonging to John Rice in order to avoid the railway gates on Scugog Street at
Wellington Street.
4.8 Four-Way stop at Trulls Rd. &Pebblestone Rd.-Courtice
Locates have been arranged and the all-way stop will be installed shortly.
Guardrail posts with two small openings will also be installed. Canada Post has
agreed to move or relocate the mail boxes in this area if necessary, It was noted
that there are no shoulders on this portion of road.
4.9 Timberlane Crt. Access from Pebblestone Rd.-Courtice
There is no signage for an advance intersection. This is considered asemi-rural
area and shouldn't present any concerns.
4.10 Tim Norton's on Hwy. 57-Bowmanville
The Region of Durham Transportation and Planning staff is currently reviewing
this location and if they are unable to come up with a solution to the existing
queuing problem then the Region has the ability to close this driveway. The
Region is confident that a solution will be forthcoming.
4.11 Tim Norton's at Centerfield & Hwy. 2-Courtice
This location has now become busier and traffic is backing up onto highway 2 at
certain times of the day. It is hoped that it doesn't become a concern.
4.12 Queuing for Tim Horton Locations
There have been reports showing that since the menus have become larger, the
traffic overflow at most Tim Norton's locations has increased causing queuing
problems.
4.13 Tim Norton's Site Approval for Aspen Springs Location-Bowmanville
Leslie Benson advised that there was an extra entrance proposed by the applicant
close to Aspen Springs on the site plan which is subject to further discussion with
the applicant and the Region.
4.14 All-Way stop @Trulls Rd. &Avondale-Courtice
Residents were extremely happy with the installation of this stop.

4.15 St. Joseph Roman Catholic Church Parking-Bowmanville
Since the Municipality has grown in population, the parking lot for the church is
unable to accommodate parking for the added attendants. There are "No Parking
Signs" on both sides of Parkway Crescent but residents have no alternative but to
park on the street. In the winter it was noted that an emergency vehicle would not
have been able to pass through the middle of the road due to the cars parked along
both sides of the street.
The priest has been contacted and he has requested that the congregation refrain
from parking on both sides but the situation persists. Clayton Morgan has spoken
with Councillor Woo about who was going to contact the By-law Department.
Ticketing vehicles on a regular basis was discussed as some believe this may
force people to find another area to park. The By-law Department was going to
contact the priest of the parish to see if a solution could be arranged. Leslie
Benson will speak with Len Creamer who is the Senior Municipal Law
Enforcement Officer and report back to the committee. Kerry Madam will speak
to the church secretary to have the parking situation added to the church website
asking parishioners to abide by the no parking signs and try to find an alternate
area.
5.0 NEXT MEETING DATE- July 19, 2007-7:00 P.M.
