THAT Report PD-130-87 be received; and 2. THAT the application filed by Mr. E. Vanhaverbeke on behalf of Syvan Developments Limited for rezoning of a parcel of land to permit the development of a subdivision be referred to Staff for further consideration during the subdi vi Sion review ,,,,, process . DACKGRUUND AND COMMENT: On Nlarch 6, 1987 the Planning Department received an application from Mr. E. Vanhaverbeke on behalf of Syvan Developments Limited for rezoning of a parcel of land in Part of Lot 27, Concession 2, former Village of Newcastle. The application is to rezone the lands which are subject of a proposed Plan of Subdivision for seventeen (17) semi-detached (linked) dwellings and one (1) single family dwelling. The subject lands are designated as "Residential" by the Newcastle Official Plan. This designation is primarily for Low Density Residential development. This proposal conforms to the intent of the Plan. ...2 ~~~> REPORT NO.: PD-130-87 Page 2 The subject lands are currently zoned as "Urban Residential Type One Exception (R1-1)" by the Town of Newcastle Comprehensive Zoning By-law 84-63, as amended. This zone permits only single family dwellings and home occupations. The change is necessary to facilitate semi-detached or link lots. Staff would note for the Committee's information that pursuant to Counci1's resolution of July 26, 1982 and the requirements of the Planning Act, the appropriate signage acknowledging the application was installed on the subject lands. Staff would note that no objections to the proposal were received at the writing of this Report with respect to the amendment requested. In accordance with departmental procedures, the application was circulated to obtain comments from other departments and agencies as noted within Staff Report PD-95-87. Staff would note the following departments/agencies, in providing comments, offered no objections to the application as filed: - Newcastle Fire Department - Newcastle Building Department - Newcastle Hydro-Electric Commission - Ganaraska Conservation Authority - Regional Health Services Department - Ministry of Natural Resources At this time there are a few issues which have to be addressed prior to a by-law amendment being brought forward. Concerns include density, stormwater and sanitary sewer alignments, and distribution of the lots within the plan of subdivision. Staff are also interested i ncorporating the input from the Public Meeting into the subdivision design. At the time the conditions for draft approval are prepared Staff will be in a position to finalize an actual amendment to the Zoning By-law.
