REPORT TO COUNCIL MEETING OF NOVEMBER 22, 2004
SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MONDAY, NOVEMBER 15, 2004
RECOMMENDATIONS:
1. RECEIVE FOR INFORMATION
(a) EGD -55 -04 — Monthly Report on Building Permit Activity for
October, 2004
(c) ESD- 014 -04 — Monthly Response Report — October, 2004
2. DRAFT OFFICIAL PLAN AMENDMENT
PORT DARLINGTON NEIGHBOURHOOD SECONDARY PLAN
THAT Report PSD- 143 -04 be received;
THAT the proposed Amendments to the Municipality of Clarington Official
Plan, Port Darlington Neighbourhood Secondary Plan as shown in Attachment
2 of Report PSD - 143 -04 be referred back to Staff for further review and
consideration of comments received at the Public Meeting; and
THAT any interested party or delegation be advised of Council's decision.

3. REZONING AND PLAN OF SUBDIVISION TO PERMIT A 39 UNIT
RESIDENTIAL DEVELOPMENT
VELTRI AND SON LIMITED
THAT Report PSD- 138 -04 be tabled to the next regularly scheduled General
Purpose and Administrative meeting to be held on December 6, 2004.
4. MONITORING OF THE DECISIONS OF THE COMMITTEE OF
ADJUSTMENT FOR THE MEETING OF OCTOBER 21, 2004
THAT Report PSD- 144 -04 be received;
THAT Council concur with the decisions of the Committee of Adjustment made
on October 21, 2004 for applications A2004/031, A2004/041, A2004/048,
A2004/049 A2004/050, A2004/051, and A2004/052; and
THAT Staff be authorized to appear before the Ontario Municipal Board to
defend the decisions of the Committee of Adjustment.
5. ADELAIDE AVENUE EXTENSION — CLASS ENVIRONMENTAL
ASSESSMENT UPDATE
THAT Report PSD- 145 -04 be received;
THAT the Region of Durham, the Ministry of Municipal Affairs and Housing
and McCormick Rankin Corporation be forwarded a copy of Report PSD -145-
04 and be advised of Council's decision; and
THAT all interested parties listed in Report PSD- 145 -04 and any delegation be
advised of Council's decision.
6. APPLICATION FOR REMOVAL OF HOLDING SYMBOL
APPLICANT: FRANK FORREST
THAT Report PSD- 146 -04 be received;
THAT the application submitted by Frank Forrest to remove the Holding (H)
symbol be approved and that the By -law attached to Report PSD- 146 -04 to
remove the Holding (H) symbol be passed and a copy forwarded to the
Regional Municipality of Durham; and,
THAT all interested parties listed in Report PSD- 146 -04 and any delegations
be advised of Council's decision.

7. ORONO AND WILMOT CREEK TRANSIT PILOT PROJECTS
THAT EGD -52 -04 be received;
THAT transit service to Wilmot Creek continue to be provided three times a
week in the morning and afternoon; and
THAT transit service to Orono continue to be provided twice a week in the
morning and afternoon.
8. REQUEST FROM VERIDIAN FOR HYDRO EASEMENT
VILLAGE OF NEWCASTLE
THAT Report EGD -53 -04 be received;
THAT Council authorize the Municipality's solicitor to authorize the registration
of an easement in favour of Veridian Connections Inc. on Block 69, Part 1,
Plan 40R- 19269, on the south side of Edward Street East in the former Village
of Newcastle;
THAT Veridian Connection Inc. are responsible to reimburse the Municipality
for the costs incurred by the Municipality to transfer and register the easement;
and
THAT the by -law attached to Report EGD -53 -04 marked Schedule 'A'
authorizing the Mayor and Clerk to execute the necessary document be
approved.
9. TAXI BY -LAW
THAT Report CLD -35 -04 be referred back Staff for one week to address the
following:
• Section 12.2 regarding the provision of 24 -hour taxi cab service.
• Section 7.1 regarding the inspection of vehicles "at random" or by the
M.T.O.
• The maximum length of time that a driver is allowed to be on duty.
• For the safety of the cab driver, a light being installed on the back of the
taxi cab which indicates "if flashing call 911".
• Clarification of the discretionary /non - discretionary $15.00 surcharge
contained in Schedule "C" of the by -law.

10. BULK STORAGE TANKS
THAT the Planning Services Department be directed to prepare an
amendment to the zoning by -law to eliminate "bulk storage tanks and related
uses" as a permitted as -of -right use in the M2 zone and be authorized to hold
a public meeting on this proposed amendment at the earliest possible date;
and
THAT the Planning Services Department be directed to investigate separation
distance requirements for bulk fuel storage uses through the review of the
Zoning By -law.
11. RATIFICATION OF ACTIONS TAKEN AT THE "CLOSED" MEETING
THAT the actions taken at the "closed" meeting be ratified.
