RECOMMENDATIONS:
1 RECEIVE FOR INFORMATION
(a) Report EGD -31 -04 — Monthly Report On Building Permit Activity For
April, 2004
2. CLARINGTON OFFICIAL PLAN AMENDMENT AND REZONING
APPLICATIONS TO PERMIT EXISTING DAY SPA
APPLICANT: 988925 ONTARIO LIMITED
THAT Report PSD- 053 -04 be received;
THAT the application submitted by 988925 Ontario Limited be referred back to
Staff for further processing and the preparation of a further report following the
receipt of all outstanding agency comments; and
THAT all interested parties listed in Report PSD- 053 -04 and any delegations be
advised of Council's decision.
3. PROPOSED PLAN OF SUBDIVISION AND ZONING BY -LAW AMENDMENT
TO PERMIT THE DEVELOPMENT OF 35 RESIDENTIAL UNITS
OWNER: HEADGATE GROUP INC.
THAT Report PSD- 054 -04 be received;
THAT the application for proposed Plan of Subdivision S -C- 2004 -002 and
amendment to Zoning By -law 84 -63, submitted by Headgate Group Inc. be
referred back for further processing and the preparation of a subsequent
report; and
THAT all interested parties listed in Report PSD- 054 -04 and any delegation be
advised of Council's decision.

4. PROPOSED BOWMANVILLE HERITAGE CONSERVATION DISTRICT
BACKGROUND STUDY AND PHASE II- GUIDELINES
THAT Report PSD- 055 -04 be received;
THAT the Bowmanville Heritage Conservation District Background Study be
received as submitted;
THAT Staff be directed to provide Council with options on how to proceed
based upon the May 10 delegations to Council and May 17 delegations to
General Purpose and Administration Committee for consideration at the May
31 Council Meeting; and
THAT all interested parties listed in this report, all property owners within the
study area and any delegations be advised of Council's decision.
5. APPLICATION FOR REMOVAL OF PART LOT CONTROL
APPLICANT: CLARNEW DEVELOPMENTS INCORPORATED
PART LOTS 26 AND 27, CONCESSION 1, FORMER VILLAGE OF
NEWCASTLE
THAT Report PSD- 056 -04 be received;
THAT the request for removal of Part Lot Control with respect to Lots 14, 15,
53, 103 to 107, 123, 125, 127, 130 to 133 on Plan 40M -2038 be approved and
that the Part Lot Control By -law attached to Report PSD- 056 -04 be passed
pursuant to Section 50 (7.1) of the Planning Act; and
THAT all interested parties listed in Report PSD- 056 -04 and any delegations
be advised of Council's decision.
6. PROVISION OF EASEMENT TO THE REGION OF DURHAM FOR TWINNING
OF EXISTING SANITARY SEWER
THAT Report PSD- 057 -04 be received;
THAT the Municipality of Clarington grant an easement over Parts 1,4,5,6,7
and 13 on Plan 10R -1782 to the Region of Durham for the purposes of
twinning an existing sanitary sewer;
THAT the by -law attached to Report PSD- 057 -04 be passed to authorize the
Mayor and the Clerk, on behalf of the Municipality, to execute an Easement
Agreement with the Region of Durham for a nominal fee;
THAT the Region of Durham be responsible for all legal, registration, and
related costs associated with the grant of easement; and

THAT the Region of Durham Works Department be notified of Council's
decision.
7. GRANT ELIGIBILITY — DRIFTWOOD THEATRE GROUP
THAT Report CSD -08 -04 be received;
THAT Council grant the request for funding from the Driftwood Theatre Group
under the Municipal Grant Program; and
THAT the amount of $500.00 be paid upon the completion of their scheduled
performance at the Visual Arts Centre.
8. PARKING REPORT FOR JANUARY, FEBRUARY, AND MARCH 2004
THAT Report CLD- 017 -04 be received; and
THAT a copy of Report CLD- 017 -04 be forwarded to the Bowmanville
Business Centre for their information.
9. PRIVATE PARKING ENFORCEMENT
THAT Report CLD -18 -04 be received;
THAT the by -laws attached to Report CLD -18 -04 to appoint parking
enforcement officers for private property be forwarded to Council for approval;
and
THAT Bruce Webster, Jill McMurter, Newton Trelawney Property Management
Services, Parkwood Village Condominium Corporation and Securitas Canada
be advised of Council's actions.
10. CLARINGTON ANIMAL SERVICES —APPLICATION FOR ADOPTION OF
DOGS /CATS
THAT Report CLD -19 -04 be received;
THAT the Application for Adoption of Dogs /Cats attached to Report
CLD -19 -04 as Attachments 1 and 2, be approved; and
THAT Animal Alliance of Canada and the Animal Advisory Committee be
advised of Council's decision and forwarded a copy of Report CLD- 19 -04.

11. ANIMAL SERVICES QUARTERLY REPORT —JANUARY TO MARCH 2004
THAT Report CLD- 020 -04 be received; and
THAT a copy of Report CLD -20 -04 be forwarded to the Animal Alliance of
Canada and the Animal Advisory Committee.
12. RFP2003 -18 ARCHITECTURAL SERVICES, BRIAN MCFARLANE HOCKEY
MUSEUM
THAT Report COD - 024 -04 be received;
THAT Barry-Bryan Associates (1991) Ltd., Whitby, Ontario with a total bid in
the amount of $141,500.00 (including disbursements, plus GST), being the
lowest most responsible bidder meeting all terms, conditions and
specifications of Request for Proposal RFP2003 -18 be awarded the contract
for the Architectural Services for the Brian McFarlane Hockey Museum, as
required by the Community Services Department;
THAT the funds be drawn from Account #1110- 00196 -0000, Impact/Escrow
Reserve Fund; and
THAT the by -law attached to Report COD - 024 -04 marked Schedule "B"
authorizing the Mayor and Clerk to execute the necessary agreement be
approved.
13. TENDER CL2004 -3, DEMOLITION SERVICES
THAT Report COD - 025 -04 be received;
THAT Hard -Co Construction Ltd., Whitby, Ontario with a total adjusted bid in
the amount of $34,975.00 (including GST), being the lowest responsible bidder
meeting all terms, conditions and specifications of Tender CL2004 -3, be
awarded the contract for Demolition Services, as required by the Operations
Department; and
THAT the total funds be drawn from the General Capital Reserve Account
#100- 000 -2917.
