Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-144-93 be received for information.
1 . BACKGROUND
1.1 As council is aware, there are five stages to the Official Plan
Review Process, of which the second stage is now complete (see
diagram) . The Phase Two Discussion Paper entitled, "Planning
Issues and Options" has been circulated to the Members of Council
under separate cover.

The purpose of the Phase Two Discussion Paper is to review and
analyze various planning options, as well as, to formulate
draft goals and objectives of the Official Plan. The
Discussion Paper is organized into four sections.
Part One - Becoming a sustainable community
At the beginning of the Official Plan Review process, three
themes were advanced as the means to focus the review process
on critical issues facing the Municipality of Clarington.
Part One of the Discussion Paper examines each of the
following three themes.
Management of Growth deals with attitudes related to growth
and how to better manage, control, and direct growth in the
future.
sustainable Development determines how the Municipality's
development and economic base can grow and prosper while at
the same time, protecting the natural environment in order to
sustain our society for the long term.
Qualitv of Life/Healthy community addresses ways in which all
resident lifestyles can be maintained and improved.
Part Two - Urban Areas
This section of the Discussion paper examines planning options
for various planning issues including: natural environment;
culture and heritage preservation; residential neighbourhoods
and housing; industrial and economic development; central
areas and commercial uses; parks and recreation facilities;
institutional, community and government uses; transportation;
sewers, water and utility services; and, community improvement
policies.
Part Three - Rural Areas
Part Three examines the issue of rural growth and discusses
the need to have comprehensive policies to guide and control
rural development. It examines the rural natural environment
in detail with the objective of formulating appropriate
planning policies for the future.

Part Four - Draft Goals and Objectives
Part Four of the Discussion Paper proposes a number of draft
goals and objectives which are intended to provide a broad
framework for the formulation of detailed planning policies
for the long term planning and development of the
Municipality.
PHASE TWO PUBLIC PARTICIPATION
Newsletter
A newsletter is published every several months to inform
residents as to the progress of the Official Plan Review
Process. To date, three newsletters have been published plus
an additional two Newsletters concerning the Waterfront study.
A newsletter concerning Phase Two will be published the week
of October 25th.
Public Information Centres
Four Public Information Centres have been scheduled between
November 1st and 4th to present material from the second
phase. The Public Information Centres will be held at the
following locations:
Nov. 1 Newcastle Village community Hall
(3:00 p.m. - 9:00 p.m.)
Nov. 2
Orono Arena and Community Centre
(3:00 p.m. - 9:00 p.m.)
Nov. 3
Bowmanville Recreation Complex
(3:00 p.m. - 9:00 p.m.)
Nov. 4
Dr. Emily stowe Public School (Courtice)
(4:00 p.m. - 9:00 p.m.)
Advertisements for the Public Information Centres are being
placed in all the local papers on October 20th and 27th.

3. FUTURE STAGES OF THE OFFICIAL PLAN REVIEW
3.1 Draft Official Plan
Staff will take the work completed in the previous stages
along with the consideration of any comments or written
submissions received by the public and develop draft planning
policies. Staff will also incorporate the findings and
recommendations of the various studies that have been
completed or will be completed in the near future including
the Economic Development Strategy Study, the Commercial
Hierarchy Study, the Waterfront study, Bowmanville Main
Central Area Study, and the South Courtice Employment Area
Study.
The draft Official Plan will be circulated for review and for
public consultation.
3.2
Recommended Official Plan
Upon receiving comments related to the draft Official Plan,
Staff will revise the draft Official Plan where deemed
necessary and produce a recommended Official Plan. Staff will
present the document to Council. After review by Council and
the public, Council can approve the Official Plan and forward
same to the Ministry of Municipal Affairs for final Provincial
approval.
