THAT Report PO-61-93 be received for information. 1. BACKGROUND 1.1 On May 25, 1992 Council authorized the expansion of the Terms of Reference for the Bowmanville Main Central Area study to examine the technical feasibility of extending full GO Rail service to Bowmanville and to select a station location. 1.2 This study was supported by Regional Council by resolution on June 10, 1992. The Region identified a GO station site in Bowmanville through its Official Plan Review process. The referenced study provides the more detailed technical analysis to clearly define the implications of implementing GO Rail service and details the station site requirements. 1.3 The Ministry of Transportation has contributed 75% of the costs of this study. The study commenced shortly after the commitment of funding in July 1992. 1.4 The purpose of this report is to provide Council with an overview of progress to date and some of the preliminary findings. t.; ~) RECYCLEO PAPIER PAPER flECYClE TI-IIS IS Pf1iNTEDON RECYCLED PAPEH REPORT NO.: PD-61-93 PAGE 2 2. PROGRESS 2.1 The study has proceeded parallel to the Main Central Area study. The consultant is close to finalizing a draft report for review by various technical agencies. Subsequent to the selection of the development option for the West Main Central Area, the report can be finalized and incorporated into the secondary plan for the area. 2.2 For the purposes of this Study, a technical committee comprised of representatives of the Town, Durham Region, the Ministry of Transportation and GO Transit have reviewed and directed the consultants work. The Committee has met twice to date; at project initiation and for one progress meeting. The Committee will meet once more to review the consultant's draft report. 2.3 It is anticipated that the report will be completed and presented to Council within the next two months. 3. PRELIMINARY FINDINGS 3.1 A number of factors are considered in the selection of a station site including: . Adequate and safe road access. . Size to accommodate projected parking, kiss and ride and bus transit requirement. . suitable topography. . Abutting land uses. . Appropriate track geometry. . Railway operations. 3.2 Passenger requirements have been determined on the basis of existing GO ridership and a comparative analysis of other GO Rail lines specifically in Milton, Georgetown, Stouffville and Richmond HilL The 1991 GO Rail Passenger Survey indicated that 425 persons within the Bowmanville catchment area utilize the Lakeshore East line. The Bowmanville catchment area include that portion of Newcastle east of Golina Road and municipalities north and east of Newcastle. Ridership in the Bowmanville catchment area i~ c) 98 REPORT NO.: PD-61-93 PAGE 3 anticipated to increase with the extension of GO Rail service and with population increases. It is projected to be 850 persons by 2001 and 1,200 persons by 2011. 3.3. Modal Split of ridership to the Bowmanville GO train station was determined on the basis of a comparative analysis to other GO stations. In the absence of a local bus service, it is estimated that 65% of the ridership will drive to the station. In the long term, with the introduction of local bus service, parking demand could be lowered to 50%. The balance of the ridership would access the station by walking, GO bus, taxi, "kiss and ride", and other means. 3.4 The preliminary design criteria for the station site include the following: . Passenger volume: Initial ultimate 500jday 1200jday . Parking Initial Ultimate 300 spaces 800 spaces . Kiss 'n Ride Initial Ultimate 30 spaces 60 spaces . Taxi Stand 2 to 3 taxis . Bus Transit Initial Ultimate No provision Local bus interface with 4 bays . station Builidng 140 sq.m. (1500 sq. ft.) . site Access One or two entrances . site Area 3.8 hectares (9 acres) 3.5 The Study examined five possible station sites along the CP railway corridor as follows: . Mearns Road . Scugog Road 599 REPORT NO.: PD-61-93 PAGE 4 . King street/Martin Road . West of Martin Road The preliminary analysis has eliminated the first three station site options. The last two are subject to more detailed analysis and are impacted by the land use alternatives for the West Main Central Area. A preferred site will be selected following a review of the land use and traffic impacts. 3.6 The study also examined the feasibility of an intermediate station near Courtice. A site immediately west of Courtice Road was considered. It was considered that the construction of a GO Rail station would be likely at a point when the Bloor station in Oshawa becomes less attractive, due to congested access routes, difficulty in parking or in getting a seat. until that time, a Courtice station would not appear to be warranted.
