THAT Report PD-27-93 be received; and 2. THAT directional signage for the historic downtown of Bowmanville be incorporated into the 1993 program for street signage for consideration at Budget in accordance with Attachments #1 and #2. 1. As Council is aware, a CAUSE (Community Assist Urban Study Effort) Event was held in Bowmanville on the weekend of September 26, to 30th, 1991. A report was released by the CAUSE Team containing their ideas on enhancing the assets of Bowmanville's physical environment, particularly as it relates to the Downtown. Many of the ideas presented in that report have merit and are worthy of consideration. Some ideas are being addressed in the context of the planning study for the Bowmanville Main Central Area. Some ideas for physical improvements in the historic downtown can be addressed in the context of a community improvement program. Staff was unable to initiate this work in 1992 in light of the current workload but would see this as a priority subsequent to the completion of the Official Plan Review. Notwithstanding, there are few recommendations that could be implemented as soon as possible, one of which being signage. 2. The recommendations included the following: 1. Install community identity signage on Highway 401. 2. Improve the colour, size and location of signage on access roads directing automobile traffic from Highway 401 to King Street. 3. Install signage for "Historic Centre of Bowmanville" to be located at King and Liberty and at the Vanstone Mill. 4. Install highly visible directional signage on King Street to indicate parking lot to access points on Division Street, Temperance Street and Silver Street. This report will review the actions undertaken to date and those recommended with respect to these matters. 2.2 Community Identitv Sianaae on Hiahwav 401 This recommendation should be considered in conjunction with other CAUSE recommendations to improve the entrance experience to Bowmanvil e which ..may include landscaping improvements and special_ entrance features. It is noted that the Economic Development Strategy Study by Stephen Chait Consultants Ltd. and the Mayor's Task Force on Economic Development had similar recommendations or signage and landscaping. Accordingly, the CAUSE recommendation regarding improvements to signage on the Highway 401 will be considered in conjunction with these reports. 2.3 Directional and Identitv Sianaae for the Historic Downtown Staff have reviewed the second and third recommendations of the CAUSE Report noted above and concur with the need to improve both "directional" and "identity" signage for the historic downtown. To this end, a design for such a sign has been prepared (Attachment #1). The signage would be installed at the locations as indicated on Attachment #2 with appropriate modifications to the directional arrow. The signage and proposed installation has been approved by the Regional Works Department. The signage is supported by the Bowmanville Business Centre B.I.A.. In addition, the Library and the Bowmanville Museum Staff have been advised of this project. The estimated cost of the preparation and installation of the signage is $ 650.00. This cost can be absorbed within the Public Works Department budget for street signage. 2.4 Directional Sianaae to Parkina Lots The CAUSE Report recommended improved signage to direct drivers to the municipal parking lots...... In_1992, the Public__Works Department..... installed an additional four (4) signs within the context of their budget allocation for street signage. As a result, there are a total of eight (8) directional signs. Improved signage at the entranceways to the parking lots should be considered but staff recommend that this be incorporated into a larger community redevelopment project which would visually enhance the existing parking lots. This will be considered as a subsequent phase to implement the CAUSE recommendations. 6. CONCLUSION Improved signage will support the identity of Bowmanville, and particularly the role of the historic downtown as the central administrative and commercial centre of the Town. r.;f REPORT NO.: PD-27-93 PAGE 4 It is recommended that new directional and identity signage for the historic downtown be considered in accordance with Attachments #1 and #2.
