' Res" #~ ,.t:J/J- .39~-, '7;Z; # c;;Z-/3% Meeting: General Purpose and Administration Committee Subject: TOWN OF NEWCASTLE - PROPOSED STREET NAME UNNAMED FORCED ROAD PART LOT 15, CONCESSION 3, FORMER TOWNSHIP OF DARLINGTON FILE: PLN 25.1.8 Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-t25-92 be received; 2. THAT By-law 86-112, being a by-law to establish a street Name Map and street Name Inventory in the Town of Newcastle be amended by adding the name "Gaud Gate" within part of Lot 15, Concession 3, former Township of Darlington; and 3. THAT Council authorize the Mayor and Clerk to execute a by- law to amend By-law 86-112 being a by-law to establish the street Name Map and street Inventory in the Town of Newcastle. 1. BACKGROUND 1.1 At their meeting held on March 23, 1992, Council endorsed the following resolution..... "THAT Staff be authorized to take the appropriate action pursuant to Town Policy and the provisions of section 210 (105) of the Municipal Act, for consideration of a proposed street name of "Gaud Gate" within part of Lot 15, Concession 3, former Township of Darlington. THAT the landowners fronting onto the "unnamed forced road" be provided notice through a mail circulation." 1.2 Staff had been requested by an abutting property owner fronting onto the "forced road" for a municipal street address, however were unable to provide one without a street name for the "forced road". ....2 r" 3~. 7 J J 11~,CA~,C[\;,D PAPIER RECYCLE IlHS IS PRi~ITEOON nECYCLED PAPER REPORT NO. PUBLIC NOTICE AND SUBMISSIONS 2.1 Pursuant to the provisions of the Municipal Act, the proposed street name was advertised for four (4) consecuti ve weeks within the local papers. 2.2 No written submissions have been received in respect of the advertisements. 2.3 In addition to the newspaper advertisements, a mail circulation was provided to abutting property owners. 3. STAFF COMMENTS 3.1 By-law 86-112 which was passed by Council on July 28, 1986, established the names of all streets within the Town of Newcastle. 3.2 The Town's current practice in naming streets requires that priority be given to historical names pertaining to the Town of Newcastle, particularly to the area of development. 3.3 In reviewing the names for consideration, the Town is required to co-ordinate and approve all street names with the Region of Durham to insure there will be no duplication of street names with neighbouring municipalities. The main objectives of this system is to avoid duplications, helping to reduce errors in reporting locations during phone calls for emergency services such as fire, police and ambulance services. Regional policy does not permit the use of names which would be a duplication within Durham Region. 3.4 within the "Historical Atlas of Northumberland and Durham Counties - 1878", Jacob Gaud is illustrated as being a land owner within the immediate vicinity of the "forced road", within Lot 15, Concession 3, former Township of Darlington. 5.34 REPORT NO. PD-125-92 PAGE 3 3.5 The publication "The Township of Darlinqton and Clarke" by John Squair, confirms Mr. Jacob Gauds involvement in Town activities as a school trustee in 1874. 3.6 Upon contacting the Region of Ourham Planning Department, it was confirmed that the name "Gaud" would not be a duplication of street names and could be placed on the reserve list for the Town of Newcastle. Staff would note for Committees information that Staff inquired as to the use of "Jacob" but was advised it would be a duplication and accordingly could not be used. 3.7 Based on the foregoing comments, Staff is of the oplnlon that the use of "Gaud Gate" would be appropriate and comply with Town practices. 4. CONCLUSIONS 4.1 The By-law attached to said report would implement the street name change as noted in Staff's recommendations. AND WHEREAS such street name map and street name inventory establishes an official: name for all improved roads and those unimproved roads which receive summer_ maintenance and are included in, the Roads Needs Study for the Town of Newcastle. ' NOW THEREFORE BE IT enacted as a by-law for the Town of Newcastle as follows: 1. Schedule "A" the street name map, and Schedule "B" the street name inventory be amended to: a) Add the name "Gaud Gate" in the former Township of Darlington. BY-LAW read a first time this day of 1992. BY.LAW read a second time this day of 1992.
