PD-126-92 #: File #: # TOWN OF NEWCASTLE - SUBDIVISION AGREEMENT SIGNAGE REQUIREMENTS LAND USE DESIGNATIONS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-126-92 be received for information. 1. BACKGROUND 1.1 Council at their February 24, 1992 meeting endorsed the following resolution: "THAT the planning Staff be directed to review and report back to the General Purpose and Administration Committee on refining requirements for new development in an attempt to make land use designation more specific". 2 . STAFF COMMENTS 2.1 The Director of Planning and Development and the Director of Public Works have been requested in the past to review the Town'S Subdivision Agreement and incorporate modifications to the document which would help achieve the following objectives: a) eliminate areas of ambiguity in interpretation; b) to elaborate landscaping, fencing, architectural control and park development requirements; c) to ensure the Town will have sufficient financial d) protection in the course enforcement of the agreement; to update' the agreement to policies. of administration and reflect current council ....2 '., RECYCLED PAPIER PAPEIl RECYCLE REPORT NO. PD-126-92 PAGE 2 2.2 One of the provisions of the subdivision agreement in providing information to both potential purchasers and existing residents wi thin the vicinity of the lands being developed is enforced through the Developers installation of a "public informational/display" sign prior to the issuance of any building permits. This signage is to illustrate all road(s), lots and block(s) within the lands being developed. The signage is to be sufficient in size to illustrate future housing types and distribution as well as the location of any park, open space, school or commercial block(s) proposed on the land. Additionally all future/existing uses for lands which abut the developing lands as identified by an approved Official Plan, Neighbourhood Plan or Hamlet Development Plan are to be shown. 2.3 Notwithstanding the provlslon of this information on site, discrepancies may surface as to the intent of a particular land use designation and/or the development of same. Staff in attempting to alleviate any discrepancies have requested the developers to supplement the informational signs by adding the zoning category of each block/parcel and describing the type of unit approved for each particular location. For example within an (R1) zone, single family dwellings are to be constructed and within a (R3) zone townhouse units are approved for construction. 2.4 In addition to the signage requirements, Staff has made it a practice through the monitoring of all agreements of visiting each construction site and sales trailer location(s) to view and confirm the display information provided. Any discrepancies are brought to the attention of the Owner/Builder to ensure the proper information is provided to the general public. ....3 Jr-:o ) L REPORT NO. PD-126-92 PAGE 3 3 . CONCLUSION 3.1 It is anticipated that through the "informational sign" requirements as supplemented by the zoning by-law information and housing style component and coupled with the continued monitoring of construction sites and sales trailer/pavilions, new development areas will be property identified within the Town.
