STREET NAME CHANGE REQUESTS
APPLICATION FEE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-161-92 be received;
2. THAT the application fee established on February 13, 1989 with
respect to the street name change requests pursuant to section
210 (111) of the Municipal Act be amended to reflect a charge
of $1250.00.
1. BACKGROUND
1.1 Council at their meeting held on April 21, 1992 approved the
following resolution:
"THAT Staff be requested to investigate and report on the
costs to the Town pertaining to street name changes and
determine the feasibility of the Town's costs being recovered
from the applicant."
2. STAFF COMMENTS
2.1 Committee and council, in considering a street name change
request in 1989, endorsed not only the street name changes
within Public Works Staff Report, WD-29-89 but included a
recommendation that Council establish an application fee of
$100.00 for street name change request.

2.2 The Director of Public Works acknowledged within his report
that the cost to publish requests for street name changes in
the local newspapers and the cost of Staff time to process the
application was approximately $1500.00. Staff confirmed that
the provisions of the Municipal Act required that prior to
Council's passing of a by-law changing the name of a highway,
notice of the proposed by-law is to be published at least once
a week for four successive weeks in a newspaper having a
general circulation in the municipality.
2.3 In considering Council's recent request, Staff would note that
to date the costs associated to the advertisement requirements
alone, would be in the vicinity of $1250.00. This cost would
vary slightly depending on the size and content of each
advertisement. Additionally, Staff would note that the four
(4) newspapers in which advertisements are placed do vary
slightly in cost, as a result of their pricing methods (ie:
number of lines verses size of ad in inches).
2.4 Inasmuch as the major portion of the costs associated with
street name changes is the advertisement component, Staff
would suggest that Council may wish to consider an application
fee which reflects the recovery of this cost. It is Staff's
opinion that the recovery of Staff time would not be
appropriate.
2.5 Inasmuch as the Municipal Act is silent on the matter of
applying an application fee for street name changes, Council
may wish to address this matter through the approval of a
resolution of Council rather than by by-law.
2.6 Staff would note for the Committee's information that in
contacting the Town's neighbouring munioipalities, it was

confirmed by telephone, that no application fees were charged
for street name change requests.
2.7 It is noted for the Committee's information, that nine (9)
street name change requests have been processed by Planning
staff from the time which the application fee of $100.00 was
approved. Seven (7) of the applications were processed at
Council's request and two (2) through submissions of residents
of the Town.
3. RECOMMENDATION
3.1 Staff would respectfully recommend that should Committee
recommend to Council that the application fee as endorsed by
Council February 13, 1989 be amended to reflect the
advertisement costs associated with street name changes, said
amendment be approved by resolution of Council as noted within
this report.
