Subject: ANIMAL CONTROL AFTER HOUR EMERGENCY SERVICE

It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-166-92 be received for information;
2. THAT the Town restore after hour emergency service for
Animal Control for weekends and holidays and will respond to
emergency calls related to:
a) roadside injuries of domestic pets which carry no
identification; and
b) rabid animals which are in contact with humans;
and
3. THAT Dr. Wendy Korver, Dr. J. Aluin, and Dr. Topoli be
advised of Council's decision.
1. BACKGROUND:
As per the direction of Council, a meeting was held on June
9, 1992 with representatives from the three (3) local vets
to discuss the issue of Animal Control after hour service.
Representing the Town are Councillor Hooper, the Director of
Planning and Development, the Fire Chief and the Senior By-
law Enforcement Officer.

2. SUMMARY OF DISCUSSION
2.1 Many issues were discussed including the types of calls
which the Town should respond to during off hours. Dr.
Korver suggested the Town should provide after hour
emergency serves for the following situations:
a) roadside injured domestic pets;
b) rabid animals that are in contact with human;
c) human risk situations; and
d) removal of large dead animals that would obstruct
traffic.
2.2 In addition to the foregoing discussion, there were
suggestions made as to facilitating the general public to
access animal control services after hours.
3. COMMENTS:
3.1 Report PD-109-92 presented to the General Purpose and
Administration Committee on May 4, 1992 provides a cost
breakdown for after hour service in 1991 as follows:
Overtime Pay $13,911.
On Call Pay 7,300.
Vet Services 600.
Total $21,811.
3.2 Since January 1, 1991, the after hour service was cancelled
due to budgetary constraint. The meeting with the vet was
constructive in that it allows a thorough review of the ways
and means to reduce the operating cost of after hour
service. If the Town were to re-introduce this service, it
is evident in this tough economic time, that the tax dollar
is spent wisely.

3.3 Having regard to the above comment, the Director suggested
that after hour services for Animal Control be re-introduced
for weekends and statutory holidays. This would provide
continuous daily day-time service although after hour
service during weekdays will not be available. This is
necessary to reduce standby pay for weekdays when there is
already daytime coverage. In addition, in order to reduce
the amount of overtime for various types of non-emergency
calls after hours, the Director suggested that the Animal
Control Officers will only answer two (2) types of emergency
calls:
a) roadside injuries of domestic animals (.dog and
cat) that carry no identification; and
b) rabid animals that have been in contact with
humans.
By specifying the types of calls, it is hoped that the
dispatcher at the Fire Department would be able to screen a
fair amount of non-emergency after hour calls and hence
reduce the amount of overtime.
3.4 Assuming service is restored in July as discussed above, it
is estimated it would cost the Town for the balance of the
year as follows:
a) Overtime Pay $2,000.
(assuming 20 calls)
b) On Call Pay $3,400.
(170 days x 20)
c) Vet Services $ 600.
Total $6,000.
3.5 The Treasurer advised that if Council were to restore the
services as per the recommendation in this Report, the 1992

operating budget for Animal Control will be overspent and
recovered at year end through 1991 surplus.
3.6 Dr. Topoli, Dr. Korver, and Dr. Aluin has been advised of
the content of this Report.
