It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-178-92 be received for information; and
2. THAT all interested parties be notified of Council's decision.
1. BACKGROUND
1.1 On January 6, 1992, Mrs. Ruth Hinkley appeared as a delegation on
behalf of the Wilmot Creek Homeowners' Association. Mrs. Hinkley
questioned why the new Durham Regional Official Plan designates
Wilmot Creek as "Urban". She expressed concern that the
redesignation of Wilmot Creek area from "Rural" to "Urban" would
result in the removal of rural subsidies from Ontario Hydro.
1.2 In response to these concerns, Council endorsed the following
resolution:
"THAT Staff investigate and report to determine if the
redesignation of Wilmot Creek to "Urban" will have a negative
impact on Hydro rates;
and
THAT Mrs. Ruth Hinkley be advised of Council's decision."
1.3 As directed by Council, Staff contacted Ontario Hydro to
determine if the redesignation of Wilmot Creek would have an
effect on the rural subsidies.

Staff was advised by Mr. John Coffey of Ontario Hydro, that
the Official Plan redesignation would not have an effect on
the energy rates in Wilmot Creek (see attachment).

This letter is to confirm our discussion regarding the
redesignation of Wilmot Creek from Rural to Urban. The residents in
this deve~.opment are charged the rate class designated for a high
density area and receive rural rate assistance for electrical
energy. A change in the Official Plan from Rural to Urban ~~i11 have
no effect on the energy rates in Wilmot Creek.
