THAT Report PD-188-92 be received; 2. THAT By-law 86-112, being a by-law to establish a Street Name Map and Street Name Inventory in the Town of Newcastle ~be amended to change the street name "Concession Road 4" in part of lots 1 to 4 to "Tobacco Road" within the former Township of Darlington; and 3. THAT Council authorize the Mayor and Clerk to execute a by- law to amend By-law 86-112 being a by-law to establish the Street Name Map and Street Name Inventory in the Town of Newcastle. 1. BACKGROUND 1.1 The request for the proposed street name change was made by a resident currently residing on Concession Road 4. The resident felt that since tobacco has been cultivated on farms abutting this road since 1948, it was important to entrench, through the change of street name, that tobacco was the market crop for farms in that area. 1.2 At their meeting held on April 27, 1992, the Council of the Town of Newcastle approved Recommendation #GPA-310-92 stating the following: ...2 ~APE~ ~ ~E~Y~Et TH4515 PFlIIlIEUi GYC LED PAPEP REPORT NO.: PD-188-92 PAGE 2 "THAT Staff be authorized to take the appropriate action pursuant to Town Policy and the provisions of Section 210(105) (now Chapter 210, Section 111) of the Municipal Act, for consideration of a proposed street name of "Tobacco Road" within Part of Lot 1 to 4, between Concession 3 and 4, former Township of Darlington." 1.3 Subsequently, a report was forwarded to Committee for their consideration on July 6, 1992. This report recommended that the street name be changed from Concession Road 4 in part lots 1 to 4 between Concession 3 and 4 to Tobacco Road. When this report was prepared, only one person had objected to the proposed name change. However, at the July 6, 1992 meeting, three people spoke in opposition to the proposed name change believing that the name is inappropriate. 1.4 In consideration of the comments made by the Public, Council asked Staff to undertake a poll of those people affected by the proposed name change. On July 27, 1992 letters were sent to the 13 landowners having frontage on Concession Road 4. This letter requested them to state whether or not they supported the name change, and that their response be received by August 21, 1992. In all 13 letters were mailed out. As of this date, 7 support the name change, 4 are in opposition to it and 2 did not respond. 2. PUBLIC NOTICE AND SUBMISSION 2.1 Pursuant to the provisions of the Municipal Act, the proposed name change was advertised for four (4) consecutive weeks within the Canadian Statesman, Orono Weekly Times and Courtice News. 2.2 As was noted in Section 1.3, three people did express their opposition to the name change at the July 6, 1992 General Purpose and Administration Committee Meeting. ....3 ,.3 t~4 ~ } REPORT NO.: PD-188-92 PAGE 3 Since that meeting two letters have been received, one from the Vice-President, East Central District of the Canadian Cancer Society. This letter highlights the negative effects of Tobacco and requests that the proposed street name change not be approved. A letter of support signed by 9 people representing 5 separate properties was received. 3. STAFF COMMENTS 3.1 Concession Road 4 is presently maintained on a year round basis from Regional Road 42, westerly to Lot 4. The road is then re-established in Lot 7 and is maintained through to Lot 15. Although the road allowance remains, an open road does not exist between Lot 16 and Lot 27. At this point, the road is opened and maintained to Regional Road 55, however, it has been named Pebblestone Road. It is the portion of Concession Road 4 located in lots 1 to 4 that has been proposed that the street name be changed to Tobacco Road (See attached) . It is proposed that the name Concession Road 4 will resume at Lot 7 and extend to Lot 15. The road allowance located in lots 4 - 6 is not maintained by the Town of Newcastle. 3.2 The name "Tobacco" has been placed on the Street Name reserve list by the Region of Durham to be used for the Town of Newcastle. 3.3 By-law 86-112, passed by Council on July 28, 1986, established the names of all streets within the Town of Newcastle. 3.4 If the proposed street name change is approved by Committee and Council, thirteen (13) properties would be affected by this change. ....4 REPORT NO.: PD-188-92 PAGE 4 4. CONCLUSION 4.1 In light of the above comments, Staff recommend that the street name "Concession Road 4" in part lots 1 to 4 in the former Township of Darlington, be changed to Tobacco Road" and that the attached by-law be approved. AND WHEREAS such street name map and street name inventory establishes an official name for all improved roads and those unimproved roads which receive summer maintenance and are included in the Roads Needs Study for the Town of Newcastle. NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Town of Newcastle enacts as follows: 1. Schedule "A" of the street name map and Schedule "B" of the street name inventory, be amended to: a) change the name from "Concession Road 4" TO "Tobacco Road" in part lots 1 to 4, between Concessions 3 and 4, former Township of Darlington. BY-LAW read a first time this day of 1992. BY-LAW read a second time this day of 1992. BY-LAW read a third time and finally passed this day of 1992.
