RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-80-87 be received; and
2. THAT the rezoning application submitted by Mr. Kevin Tunney on behalf of Macourtice
Developments Inc. to permit the development of One Hundred and Forty-Four (144)
residential lots, be referred back to Staff for further examination and report to
be brought forv~ard .with the proposed Plan of Sub division and Neighbourhood Plan...
BACKGROUND AND COMMENT:
On December 22, 1986 the Planning Department received an application for a rezoning
submitted by Mr. K. Tunney on behalf of Macourtice Developments Inc. At approximately tiae
same time, an application for Plan of Subdivision was also received.
Staff would note for the Committee's information that pursuant to Council's resolution of
July 26, 1982 and the requirements of the Planning Act, the appropriate signage
acknowledging the application was installed on the subject lands. Staff would note that
no objections to the proposal were received at the writing of this Report with respect to
the amendment requested.

In accordance with departmental procedures, the application was circulated
to obtain comments from other departments and agencies as noted within Staff
Report PD-19-87.
In January, 1987, Staff requested that the developer prepare additional
information for consideration. This was in the form of a Neighbourhood Plan
proposal. At this time Staff is reviewing this proposal but it is not at a
stage that Staff would bring it forward to Committee.
At this time there are also some outstanding issues regarding the
Subdivision proposal . Two of these items are servi ci ng and densi ty. Unt i 1
a resolution has been reached regarding these issues, Staff will not bring
forward a recommendation on the Subdivision proposal.
At this tirne, Staff are not prepared to present a recommendation on this
rezoning application until such a time as the issues raised in this Report
have been dealt with. Staff would prefer if the application were referred
to Staff for further review. At the time all of the issues have been
addressed, a Report shall be presented to the Committee.
