That Report TR-99-90 be received; 2. That G.W.S. Landscaping, Bowmanville, Ontario, with bid prices of $204.00, $351.00 and $130,00 per callout for snow clearing and $347.00, $549.00 and $210.00 per callout for sand/salt spreading be awarded the contract forthwith to provide Snow Clearing and Winter Maintenance for Sections I (Bowmanville), IV (Courtice) and V (Community Services Parking Lots), respectively, as required by the Town of Newcastle for the 1990/91 winter season; 3. That D & F Snow Removal, Bowmanville, Ontario, with bid prices of $84.00 and $28.00 per callout for snow clearing and $108.00 and $36.00 per callout for sandi salt spreading be awarded the contract forthwith to provide Snow Clearing and Winter Maintenance for Sections II (Newcastle) and III (Orono) respectively, as required by the Town of Newcastle for the 1990/91 winter season; and 4. That the funds expended be drawn from the 1990 and 1991 Winter Maintenance budgets for the respective departments. /21 Page - 2 - TR-99-90 TENDER NW90-42, SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS AND PARKING LOTS BACKGROUND AND COMMENT: Tenders were publicly advertised and called for the Snow Clearing and Winter Maintenance of Sidewalks and Parking Lots within the Town of Newcastle, as required by the Department of Public Works. Although the contract includes the requirements of Public Works, Planning and Development (By-Law) and Community Services, the callout and monitoring is the responsibility of the Department of Public Works. In order to ensure that all potential bidders understood the Tender specifications and general conditions a Pre-tender meeting was held on Thursday, October 11, 1990. The general conditions of the Tender stipulated that all contractors bidding on the Tender must attend the meeting and that failure to do so would disqualify their bid submission. The locations as tendered are indicated on Schedule "A" attached. The terms and conditions of the Tender stipulate that the Town of Newcastle reserves the right to award "any" or "all" items to separate bidders. After further review and analysis of the Tenders by both the Public Works Department and Purchasing, it was mutually agreed that G.W.S. Landscaping, Bowmanville, Ontario, be recommended for the contract to supply Snow Clearing and Winter Maintenance as required by the Town of Newcastle for Sections I, IV and V, and that D & F Snow Removal, Bowmanville, Ontario, be recommended for Sections II and III. Due to the approaching winter season, a forthwith approval is requested. The tendered prices for snow clearing only represent an approximate decrease of forty-six percent (46%) for Section I, fourteen percent (14%) for Section II, seven percent (7%) for Section III, three percent (3%) for Section IV and eight percent (8%) for Section V, over those tendered for the 1989/90 winter season. The tendered prices for sand/salt represent an approximate decrease of four percent (4%) for Section I, ten percent (10%) for Section II and eleven percent (11%) for Section III. Sections IV and V represent an approximate twenty-five percent (25%) and forty percent (40%) increases respectively. The actual remittances to these vendors over the 1989/90 season totalled approximately $64,000.00. These decreases are attributed to the current downturn in the economy. The 1989/90 contract was the first time that the contractor supplied the sand and salt rather than the Town of Newcastle. The increases in the sand/salt portion of the contract are attributed to an under estimation on their part of the quantity required. The Treasurer has reviewed the funding and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works.
