That Report TR-97-90 be received; 2. That Barr's Roofing and Sheet Metal, Newcastle, Ontario, with a bid in the amount of $29,800.00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW90-45, be awarded the contract, forthwith, for Newcastle Village Arena Roof Repairs, as required by the Department of Community Services; and 3. That the funds be drawn from the Community Services Capital budget, Account #7029-00020-0501. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki and Associates Ltd., for Newcastle Village Arena Roof Repairs, as required by the Department of Community Services. Tenders were publicly advertised in all four (4) area newspapers. / I I Page - 2 - TR-97-90 TENDER NW90-45, ROOF REPAIRS, NEWCASTLE VILLAGE ARENA Subsequently, tenders were received and tabulated as follows: Bothwell-Accurate Co. Ltd. Toronto, Ontario Total Bid Amount $ 29,800.00 $ 27,440.00 * $ 30,900.00 $ 34,876.00 $ 36,000.00 $ 39,000.00 * Bid Bond Bidder Barr's Roofing and Sheet Metal Newcastle, Ontario Solar Roofing Sheet Metal Ltd. Toronto, Ontario Atelier Roofing Brampton, Ontario Dufferin Roofing Ltd. Weston, Ontario * alternate bid - does not meet specification The required funds in the amount of $29,800.00 will be drawn from the Community Services Capital Budget, Account #7029-00020-0501 and are well within the total budget allocation of $55,000.00, as reflected on page 150 of the Capital budget. The cost for design and contract preparation is estimated at $3,000.00, which brings the total required funds to $32,800.00. The Treasurer has reviewed the funding and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Community Services. Due to the approaching winter season, a forthwith approval is requested. After further review and analysis of the bids by Purchasing, Totten Sims Hubicki and Associates Ltd. and Community Services, it was mutually agreed that Barr's Roofing and Sheet Metal, Newcastle, Ontario, be recommended for the contract for the Newcastle Village Arena Roof Repairs. Re: Roof Repairs Newcastle Village Arena Tender NW90-45 TSH Project No. 22-13025 Dear Lou Ann: As requested in letter dated October 26th, 1990 we have reviewed the tenders submitted for the above project. . The work involves replacement of the flat roof areas above the changerooms and auditorium area at the Newcastle Village Arena. Five (5) tenders were received and we understand that all tenders complied with the bidding requirements. The low tender for the project was submitted by Barrs Roofing and Sheet Metal, Newcastle, Ontario. We have checked with the references supplied by the low bidder and are satisfied that they are qualified to carry out the work and are familiar with the requirements of the project. Based on our review of the tender submitted by Barrs Roofing, our discussions with his references, and a review of the project with David Barr, we recommend that the Town accept the tender in the amount of $29,800.00. An alternate roofing material was submitted by Barrs Roofing for a mechanically fastened single ply membrane. The alternate price was lower than the tendered price for the specified roof system. The alternate system involves a mechanically fastened PVC membrane adhered to rigid insulation board. Although the alternate price of $27,440.00 is less than the tendered price for the specified product, we do not believe that the alternate material is suitable for use on the flat roof areas at the Newcastle Village Arena.
