PURCHASE CITY OF OSHAWA'S 1983 CHEVROLET HANDI TRANSIT VAN
FOR THE NEWCASTLE DIVISION OF HANDI TRANSIT INC.
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That report TR-94-90 be received; and
2. That staff be authorized to approach the City of
Oshawa's Fire Protection and General Purpose Committee
to purchase for back up purposes the 1983 Chevrolet Van
for the Newcastle Division of Handi Transit
Incorporated;
3. That the funds to purchase the 1983 Chevrolet Van plus
the upgrade costs be provided from Newcastle Handi
Transit approved 1990 Budget
BACKGROUND & COMMENTS
At the October 15th Council Meeting, correspondence from Douglas
Manuel, General Manager of Handi Transit Incorporated, Attachment "A",
regarding the purchase of a 1983 Chev Van from the City of Oshawa for
back up purposes was referred to the Treasurer for investigation and
subsequent report to General Purpose and Administration Committee.
The presently used 1980 back up van for the Newcastle Handi Transit
area requires substantial repairs to the van body and mechanical lift
to meet bus safety standards as required by the Ministry of
Transportation. Mr. Manuel has obtained an estimate of mechanical
repairs from Acton Mobile Auto Repairs, Oshawa. Please refer to
Attachment "B", letter dated October 26th from Doug Manuel, comparing
mechanical costs of the van from the City of Oshawa and the existing
van used for the Newcastle HandiTransit.

The Newcastle Handi Transit have an approved 1990 Budget of
$135,700.00. (Operating-$82,100 & Capital-$53,600) Mr. Manuel has
advised Town staff that there will be sufficient funds in the
operating budget to cover the purchase of the 1983 van from the City
of Oshawa as well as the upgrade costs estimated at $1,335.00. There
is a surplus in the operating budget because a new part-time driver's
wages/benefits and operating costs for a new van were budgeted from
June to December. These costs will not come into effect until late
this December or January 1991 because the new van was tendered in
October 1990. The new van is part of the $53,600 in the 1990 Capital
Budget.
Staff recommends the purchase of the newer model van because the
passenger bus door entrance is more suitable for ambulatory disabled
passengers and the general maintenance costs would be lower as Mr.
Manuel has stated in his letter, Attachment "B". Also the new van
would belong to the Newcastle Handi Transit and would therefore, have
a trade in value when replacement of the back up van is necessary.
The presently used 1980 van was donated by the Rotary Club to the
Handi Transit Incorporated and is used in the Newcastle area for Handi
Transit but does not belong to the Newcastle Division of Handi
Transit.
Staff recommends that the Newcastle Handi Transit be authorized to
purchase the City of Oshawa's 1983 Chevrolet Van through the Town of
Newcastle's Purchasing Division and that the funds (purchasing costs
approximately $2000 and upgrade costs estimated at $1,335) be
provided from Newcastle Handi Transit approved 1990 Budget.

I am writing to request council's approval of a replacement vehicle
for the presently used 1980 Newcastle Handi Transit back up van.
This vehicle is in poor condition and will be costly to repair and
upgrade to meet bus safety standards required by the Ministry of
Transportation.

To he.lp keep the cost of a replacement vehicle at a reasonable
amount I am recommending that the Town of Newcastle consider the
purch~se of a 1983 Chevrolet Wheelchair van which is being sold by
the City of Oshawa. This vehicle is equipped to carry four (4)
wheelchairs and. would be less costly to purchase and make suitable
for use as a back up van.
I furthef" recomil1end that whiche~er vehicle you decide to use at
this time for back up purposes, should be replaced in 1992.
If council is interested in purchasing the 1983 Chevrolet van from
the City of Oshawa, Mr. Jerry Barber, Senior Purchaser for the City
of Oshawa, has advised me that the Town of Newcastle should make a
request to the City of Oshawa' s Fire Protection and General
Purposes Committee.
I would appreciate hearing your decision with regard to this matter
at your earliest convenience, because the City of Oshawa will be
<;>ffering the 1983 Chevrolet for sale in the next four or five
weeks.

Dear Lorie:
As requested, the following is a breakdown of the cost of upgrading
a used Oshawa Handi Transit van for use as a back-up van compared
to upgrading your existing vehicle.
1. 1983 Oshawa Handi Transit Van Repair Costs:

In addition to lower repair costs, there are other advantages in
purchasing the Oshawa van. Its passenger bus door entrance with
exterior step and the van's interior height which is ten inches
higher than that of the existing back-up van are a significant
benefit to ambulatory disabled passengers. Also, the lift in the
Newcastle van is badly worn while the lift in the Oshawa van is in
good working order.

I believe that purchasing and upgrading the newer Oshawa van would
be well worth the cost.
Estimated for mechanical repairs were submitted by Mr. Keith Acton
of Acton Mobile Auto Repairs.
I trust this will assist the Town of Newcastle in making a
